WATER RESOURCES COMMITTEE
December 14, 1993
The meeting was called to order at noon in the Council Chambers, 1000 North
Forest Street, 2nd floor, by Larry Harris, Chair.

1. DISCUSSION OF CHUCKANUT FALLS MOBILE PARK WATER SYSTEM
(AB93 -492)
Speakers: Ann Atkenson, Health Department; Brenner; Jack Swanson, attorney;
Harris.
Topics discussed: Final draft of the Health Department's Findings & Conclusions
received regarding the violations at the Park; copy of draft also sent to State Department
of Health in Olympia; the contracts between the State and County Health Departments
are now out -of -date;
Brenner asked for copies of all correspondence relating to this matter.
Tom Feenstra, 1201 Old Samish Rd. #11: The only new item at the Park is a
chlorinator.
Joanne McVicker, 1201 Old Samish Rd. #5: Asked questions re: permits for the
pipes, plans submitted prior to construction, exposed pipes (which froze over
Thanksgiving); issue can be imminently hazardous to life (some fire hydrants not working
properly); also there is wildlife in the area. Also asked to be apprised of all events
regarding the Park.
Jack Swanson, attorney for Daryl Weden: If Mr. Weden would have known what
he knows today, he would not have purchased. However, he is determined to have
everything straightened out in the fastest possible time frame. The chlorinator has been
installed and approved, so now the drinking water is safe to drink. The sewage disposal
system is being dealt with now. The original drainfield had many leaks. New pipes were
installed, which were also defective, and now additional pipes are functioning. The
items necessary for the Park to receive the Health Department's blessings on the sewage
disposal system are now being done. Conferences were held with the Health
Department. The original owner did not gain the Department's approval before
equipment was laid. Mr. Weden replaced the sewage disposal pipes, which was done as

a repair and with the thought that no full -blown approval was required by the Health
Department. Mr. Weden installed larger pipes and therefore upgraded the line, to which
the Health Department notified him he needed their approval to do this. An as -built of
the system is now being done and upgrading the system further to ensure that both the
water source and the system itself comply with state regulations. An alternative water
source (well) is now being examined.
Richard McVicker, 1201 Old Samish Rd #5: The water really made him ill. He
also gave the Council Members pictures of the Park.

As there was no other business, the meeting was adjourned at 12:30 p.m.
