Forest St., 2nd floor, by Committee Chairman-Bob Imhof. Also present: Absent: Barbara Brenner None Dennis Vander Yacht 1. DISCUSSION OF POTENTIAL CHANGES IN THE COUNTY DOG CONTROL ZONE ORDINANCE WITH ELEANOR DOTY, HUMANE SOCIETY (AB93 -401) Eleanor Doty, Bellingham - Whatcom County Humane Society, shared a copy of a dog control ordinance under consideration by the Bellingham City Council. She was one of the original people working on the animal control regulations already in existence in Whatcom County ( Whatcom County Code 6.04). She talked about the loopholes and problems with the existing ordinance and also about recent concerns regarding wolf hybrids and dogs running at large in areas that are not covered by dog control zones. There was discussion. Imhof suggested that Brenner and Doty work together to make some changes to the existing ordinance. He said they could consult with Gibson and prepare a draft ordinance for the Committee's consideration. Brenner and Doty agreed to do this. Doty said there was some support in the community for a dog control zone to include rural five and ten acre areas. Dogs running free in the rural area are a problem, she said. Imhof and Brenner commented. 2. REPORT PERTAINING TO EUCLID AVENUE /LAKESIDE STREET, PREPARED BY JEFF MONSEN (AB93 -402) Jeff Monsen, County Public Works, discussed a report he ' had prepared which included a general summary of the issues and discussions that have gone on for a while without resolution. (report on file). Briefly, he said there was competition between local traffic and non - resident traffic for this roadway and discussed possible methods of addressing the conflict. There was discussion of the various options put forward by Monsen. An unidentified resident commented. Imhof suggested that Brenner speak with Sheriff Dale Brandland and seek a recommendation for addressing the concerns of residents in this area. Brenner agreed. Discussion continued. 3. DISCUSSION OF INTERLOCAL AGREEMENT BETWEEN WHATCOM COUNTY AND THE LUMMI INDIAN BUSINESS COUNCIL FOR PHASE II OF THE LUMMI SHORE ROAD PROJECT AND REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO THE Public Services & Solid Waste Committee Minutes, 10126193, Page I AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO THE AGREEMENT (AB93 -425) County Engineer Ed Henken and Monsen were present to answer questions about the interlocal agreement. A revised third draft of the amended interlocal agreement was distributed to the Committee as a substitute for the version the Committee already had received. There was discussion. BRENNER MOVED TO RECOMMEND APPROVAL OF THE INTERLOCAL AGREEMENT TO THE FULL COUNCIL. Motion carried unanimously. 4.
