Forest St., 2nd floor, by Bob Imhof, Chair. Also present: Absent: Dennis Vander Yacht Barbara Brenner 1. DISCUSSION ON THE STATUS OF THE LUMMI SHORE ROAD PROJECT (AB92 -147) Topics Discussed: Date selection for a public meeting to discuss information and problems on Lummi Shore Rd.; potential projects; the interlocal agreement; preparation of the Road; which option to chose; bank stabilization; funding sources available through the Army Corp. of Engineers; risk of losing some sewer lines or a pump station; options in the future; completing information gathering; request amending the interlocal agreement to read completion of phase one in eight months rather than six, which would not add to the cost; the work that the Corp. will be doing; federal funding for bank stabilization; the project engineer. Persons speaking: Jeff Monsen, Maintenance and Operations; Brenner; Imhof. 2. ORDINANCE AMENDING ORDINANCE 91 -002 CLARIFYING MEMBERSHIP ON THE SOLID WASTE ADVISORY COMMITTEE. A SECOND ISSUE WILL BE DEALT WITH BY MOTION THAT COULD REVERSE TWO MEMBERS' CATEGORIES PER 3/31 LETTER FROM SWAC (AB93 -108) Topics discussed: Background on this issue; State law; term limits for office; keeping it the way it is; clarification; changing interest groups; putting this issue on hold for Council review; fairness among the industry. Speakers: Woods; Imhof; Brenner; Jack Weiss, Solid Waste. This issue was held in Committee until May 11. 3. DISCUSSION OF ENFORCEMENT OF ORDINANCE 90 -96 SETTING UP THE UNIVERSAL SOLID WASTE RECYCLING AND COLLECTION DISTRICT (AB93 -121) Topics discussed: Background on this item; topics brought up before the Solid Waste Advisory Committee; the different alternatives; the options the Committee came up with; sending out a notice; calling people; part time help being increased to a full time position; growth in the County; number of folks who still are not signed up; the need for in -house knowledge; this being an on -going task; having an operation clean sweep in the County; using some of the SWAC money for this; balancing the enforcement side with giving some positive reinforcement; the cost of maintaining a clean sweep program; the need to discuss this further; education; Brenner checking into this issue; education process.
