Also present: Larry Harris Barbara Brenner Absent: None 1. DISCUSSION ON THE ORDINANCE AMENDING WHATCOM COUNTY CODE CHAPTER 15.16, THE UNIFORM FIRE CODE, AND ADOPTING BY REFERENCE THE 1991 EDITION OF THE UNIFORM FIRE CODE, PERMANENT RULES 91- 16 -11S AS AMENDED AND APPENDICES THERETO PUBLISHED BY THE INTERNATIONAL CONFERENCE OF BUILDING OFFICIALS AND THE WESTERN FIRE CHIEFS ASSOCIATION, EXCEPT AS MODIFIED HEREIN AND REPEALING ................. WHATCOM COUNTY ORDINANCE NO.- 84-40- ;(AB92 -322) Speakers: Nate Brown, Buildings & Code; Warner; Brenner; Woods. Topics discussed: Interim Ordinance adopted earlier had a sunset provision of today; fire protection standards being formulated within the County structure that will require working with the chiefs; timelines and formats need to be established; much work needs to be done on a solution to the issues. There followed a discussion among Brown, Woods and the council members regarding the wording of the motion to follow. Woods stated that according to the existing legislation, the. Fire Codes expire tonight at midnight. No ordinance is on the agenda; no ordinance was brought before the Committee today. The staff will develop an emergency ordinance and an addendum for tonight's meeting to delete the language that puts a sunset date on the ordinance. That ordinance /addendum will be in effect for 60 days. WARNER MOVED TO RECOMMEND TO THE FULL COUNCIL TO SUPPORT AND APPROVE AN EMERGENCY ORDINANCE IN ORDER TO CONTINUE THE COUNTY FIRE CODES. DISCUSSION ON THE RIGHT TO FARM ORDINANCE (AB93 -392) Speakers: Brenner; Carl Bachelor, Planning Department; Henry Bierlink, Ag Preservation Committee; Craig MacConnell; Harris. Topics discussed: This Amendment declares that agricultural operations are not to be considered a disorderly house or breach of peace. The effect would be that the Sheriff's office would no longer feel compelled to respond to all complaints; need for Urban Growth area boundaries, as targeted for development and not agricultural use; high level of noise; protection of agricultural land and farmers; response of Sheriff's office to complaints; some problems a result of much spring rain causing economic difficulties, which caused various citizen complaints re: farming; discussion of commercial operations. Warner said the Committee would ask that this issue be introduced to the Council in a couple of weeks for final action. 3. OTHER BUSINESS There was no other business, and the meeting was adjourned.
