PLANNING AND DEVELOPMENT COMMITTEE
November 9, 1993
The meeting was called to order at 1:30 p.m. in the Council Chambers, 1000
North Forest Street, 2nd floor, by Daniel M. Warner, Chair.

1. ORDINANCE AMENDING THE OFFICIAL ZONING MAP FROM RURAL
FORESTRY TO RURAL FIVE ACRES IN THE FOOTHILLS SUBAREA
(AB93 -412)
Speakers: Gordon Scott, Planning; Warner; Brenner; Dan Taylor, Planning;
Harris.
Topics discussed: Recommendation from Planning Commission re: area near
Kendall, Paradise Lakes, Peaceful Valley Subdivision; Bill Isenhart of Columbia
Investment is the applicant; original application denied and then application received for
contract re -zone with draft site plan; wants to cluster lots around lake; discussion of
reserve tracts; well is to be drilled in the reserve tract to the south of the lake, probably
an association -type well; Water District 13's sewer system is very much underutilized.
Joe Shearer, 6238 Limerick Road, Sumas: Mainly concerned with where the
water will be coming from, saying that all landowners in that area have water problems.
He questioned the map from Planning. Peaceful Valley's water system is at capacity.
What about permits? The local schools and Sheriffs Office are at capacity. All
Peaceful Valley's water comes from Cultus Lake. Will Isenhart tap into the same
system? What about a sewer system? Paradise Lakes refused Mr. Isenhart's request to
hook into their water system.
BRENNER MOVED TO RECOMMEND WORKING OUT A CONTRACT
THAT WILL BE ACCEPTABLE WHICH WILL INVOLVE THE PLANNING
DEPARTMENT, BUILDINGS & CODE AND THE STATE DEPARTMENT OF
RESOURCES.
The motion carried unanimously.

2. OTHER BUSINESS
Dan Taylor said he wanted to note that the Planning Department is bringing
forward two of the rest of the re -zones completed this year. There will be about five
more, and they will all be introduced on November 23.
The meeting was adjourned at 1:45 p.m.
