Forest St., 2nd floor, by Dan Warner, Chair. Also present: Absent: Larry Harris Barbara Brenner, late 1. ORDINANCE AMENDING THE TEXT OF ...TITLE 20, CHAPTER 72, POINT ROBERTS SPECIAL DISTRICT, TO EXTEND THE PROHIBITION ON TREE CUTTING AND TO SET BURNING AND VEGETATIVE CLEARING IMITATIONS IN AND AROUND THE GREAT BLUE HERON ROOKERY AND ASSOCIATED BUFFER AREAS (AB93 -183). THIS ITEM WAS INTRODUCED TODAY - IT IS ON THIS COMMITTEE TO DETERMINE IF A HEARING IS DESIRED. Topics discussed: Reason to have a hearing; Planning's recommendation not to have a hearing; reasons for having one. Persons speaking: Dan Taylor, Planning; Warner. HARRIS MOVED TO RECOMMEND ACCEPTING PLANNING'S RECOMMENDATION NOT TO HAVE A HEARING. The motion carried unanimously. 2. DISCUSSION ON SCHEDULING OF TEXT AMENDMENTS AND REZONES Topics discussed: Text amendments list from Taylor; mingling controversial with non- controversial items; scheduling and batching plans; Trull rezone; potential for charging for reapplications; allowing applications for rezones on property with taxes unpaid; text amendments to come first. Persons speaking: Taylor; Warner; Brenner; Harris. 3. RESOLUTION ADOPTING RECOMMENDATIONS FOR 1993 A -F OPEN SPACE APPLICATIONS (AB93 -182) Topics discussed: Minimum acreages; public access and signage on open space /open space. Persons speaking: Brenner; Taylor. HARRIS MOVED TO RECOMMEND DUE PASS. The motion carried unanimously. 4. RESOLUTION STATING THE WHATCOM COUNTY COUNCIL'S INTENT TO SEEK REVIEW OF ALL ANNEXATION REQUESTS (AB93- 181) This item was taken first. Topics discussed: Background; changes recommended by Planning; questions about process; alternatives; questions concerning small annexations; specify for city annexations rather than water district or fire district annexations; most recent Lynden City annexation requests; exercises in futility for smaller areas; request from Lynden to review on a case by case basis, protesting only those that are controversial; Bajema's annexation; current costs of citizen protests. Persons speaking: Warner; Taylor; Pete Visser, representing City of Lynden and Birch Bay Water District; Nelda Stuit, 9005 Benson Road; Harris. HARRIS MOVED TO RECOMMEND DUE PASS INCLUDING CHANGES RECOMMENDED BY TAYLOR THAT PROTESTS BE MADE SUBJECT TO REQUIREMENTS OF THE GROWTH MANAGEMENT ACT, CRITICAL AREAS, AND URBAN GROWTH BOUNDARIES. The motion carried by consensus. 5. OTHER BUSINESS Gulf Road, Cherry Point Industrial Park Ltd. (AB93 -085) Taylor explained the issue and said that Planning recommended not making a decision tonight after the hearing, but wait until further paper work is done by proponent. The maps and the issue were discussed by Taylor, Warner, Harris, and Brenner. Coordinated Water Plan (AB93 -052) Taylor requested committee discussion on the day of the hearing on this issue. Committee agreed with the need to discuss the issue further; will be scheduled for the June 8 agenda. Diane Harper will come back for this discussion to answer questions. Planning and Development Services Department (AB93 -173) Taylor and Warner briefly discussed the internal changes being contemplated.
