Forest St., 2nd floor, by Dan Warner, Chair. Also present: Larry Harris Barbara Brenner Absent: 1. CONSIDERATION OF A TEXT AMENDMENT CHANGE TO ADDRESS OMITTED USES IN GENERAL MANUFACTURING DISTRICTS THAT ARE INCLUDED IN GENERAL COMMERCIAL AND LIGHT IMPACT INDUSTRIAL (LII) DISTRICTS (AB93 -2929) Topics discussed: Background; recommendation from Planning; LII, general manufacturing, and general commercial differences; definitions of automobile repair and service; problems of interpretation by Buildings and Code; reason for needing the consideration; zoning structure; burdens on businesses; confusion of intensity and use. Persons speaking: Warner; Vicki Mathisen, Planning Department; Harris; Brenner. BRENNER MOVED TO RECOMMEND TO COUNCIL TO CONCUR WITH STAFF'S INTERPRETATION THAT AUTOMOBILE REPAIR AND SERVICE IS AN APPROPRIATE USE IN THE GENERAL MANUFACTURING DISTRICT. The motion carried 2 to 1 with Harris opposed. 2. LOT CONSOLIDATION RELIEF SUGGESTED BY RUBY AND JERRY WHITE (DISCUSSED BRIEFLY AT THE 7/13 COMMITTEE MEETING) (AB93 -296) Topics discussed: Background; potential cheating of the system; encourage rather than demand; review of lot consolidation in Title 20; inequity of the law; potential problems with "illegal sales'; cut off dates; basic philosophy behind the rule from Planning; incentives for voluntarily consolidating lots; enforcement problems; unfairness to those who've been paying taxes while unknowingly owning unbuildable lots; request for staff to give Committee a historic perspective; property owners not having been told.
