Forest St., 2nd floor, by Dan Warner, Chair. Also present: Larry Harris Barbara Brenner Absent: 1. DISCUSSION OF COUNTY -WIDE ADDRESSING SYSTEM (AB92 -170) Topics discussed: Background; potential cost; Citizen's Advisory Committee; Engineering's recommendation; present GRID system; public's suggestions; pros and cons of a quadrant system; problems with name similarities. Persons speaking: Warner; Ed Henken, Engineering; Brenner; Harris. HARRIS MOVED TO TABLE THE DISCUSSION. The motion carried 2 to 1 with Brenner opposed. 2. DISCUSSION OF ANCILLARY USES BEING CONDITIONALLY PERMITTED IN MINERAL RESOURCE AREAS (MRA) (AB93 -151) Topics discussed: Background; original recommendation to and from Planning Commission; temporary vs. conditional permits; number of permitted asphalt plants; timing of action; costs of trucking; problems with moving the product; cost escalation; changing 18 month temporary permits to length of job duration; concrete cleaner to haul than gravel; administrative costs incurred under temporary permits; time constraints possible under conditional use permits; methods for accomplishing the change (text change to Title 20); SEPA checklist time constraints; process should begin with industry; sections in State bill which take local jurisdiction in mining regulations. BRENNER MOVED TO RECOMMEND THAT COUNCIL WRITE A LETTER TO THE GOVERNOR ASKING THAT HE VETO SECTIONS 16 AND 19 OF BILL 5502. The motion carried unanimously.. 3. ORDINANCE ADOPTING THE 1993 UPDATE OF THE WHATCOM COUNTY SHORELINE MANAGEMENT PROGRAM (AB93 -109) Topics discussed: Background; inadequacy of current dock and canopy sizes; process of making changes; alleged staff statement that variances would not be allowed; variance process; length of permitting time; preference for conditional use over variance; process for changing Shoreline Management Program; areas of disagreement within the Program; method of figuring square footage in canopies; changes from the original resolution. Persons speaking: Warner; Taylor; Brenner; Don Robinson, Whatcom Construction Co.; Harris; Schaara Chase, 5559 Pleasant Bay Rd. HARRIS MOVED TO WAIT FOR HEARING EXAMINER'S DECISION BEFORE RECOMMENDING ANY CHANGES TO THE SHORELINE MANAGEMENT PROGRAM. The motion carried unanimously. HARRIS MOVED TO RECOMMEND ADOPTION OF THE ORDINANCE. The motion carried unanimously. 4. OTHER BUSINESS Brenner introduced accessory units. Topics discussed: traffic increase; effects on zoning. Persons speaking: Brenner; Warner. BRENNER MOVED THAT THE COMMITTEE ASK THAT THE CONCEPT OF ACCESSORY UNITS BE FURTHER EXPLORED BY THE PLANNING DEPARTMENT AND THE PLANNING COMMISSION AND BROUGHT BACK TO COUNCIL WITH RECOMMENDATIONS. The motion carried 2 to 1 with Warner opposed. Warner and Taylor discussed the proliferation of billboards on the freeway going into Canada. Warner asked Taylor to see to the enforcement of the County's billboard ordinance.
