The meeting was called to order at 4 :15 p.m. in the Council Chambers, 1000
North Forest Street, 2nd floor, by Ken Henderson, Chair.

1. REQUEST TO BEGIN THE ADVERTISING AND HIRING PROCESS FOR
ADDING A FULLY - FUNDED POSITION IN ENVIRONMENTAL HEALTH
FOR WATERSHED SEPTIC SYSTEM SURVEYS AND AUTHORIZATION
FOR THE EXECUTIVE TO SIGN THE RELATED INTERLOCAL
AGREEMENT WITH THE CITY OF BELLINGHAM (AB93 -322)
Topics discussed: Where funding comes from; all vehicles are now 4 -wheel drive;
cellular phones allowing communication with office /appointments while surveyor in field;
lap top computer most effective use of time; many meetings scheduled throughout county
with different groups /clubs to explain maintenance and operations- -this way, fewer
complaints are received; need for press releases /brochures; breakdown of services done
per day; sewer in different areas of the city; contracting out the work; quarterly vs. fiscal
year budget.

HENDERSON MOVED TO RECOMMEND APPROVAL.
The motion carried 2 -1 with Imhof opposed.
2. BID AWARD FOR SILVER LAKE PILING REPAIRS TO THE LOW
BIDDER, ELDRED & ESSEX CONSTRUCTION INC., FOR $26,875
INCLUDING TAX (AB93 -356)
Topics discussed: Replacement needed for cabin on the point.

3. BID AWARD RECOMMENDATION FOR JUVENILE DETENTION HEAVY
DUTY FURNISHINGS TO MODUFORM, INC. FOR $42,250.43 INCLUDING
TAX (AB93 -357)
Topics discussed: Heavy -duty furniture needed (this is only a part of that which is
needed).

4. REQUEST FOR APPROVAL FOR EXECUTIVE TO ENTER INTO A
CONTRACT WITH MOUNTAIN VIEW GROUP HOME FOR COMMUNITY
ACCESS SERVICES FOR ONE DEVELOPMENTALLY DISABLED PERSON
(AB93 -358)

5. REQUEST FOR APPROVAL FOR EXECUTIVE TO ENTER INTO A
CONTRACT WITH OSPREY ENVIRONMENTAL SERVICES FOR A
BICYCLE CIRCULATION PLAN FOR $15,000 (AB93 -359)

6. REQUEST FOR THE COUNCIL TO PASS A MOTION TO AUTHORIZE
THE EXECUTIVE TO SIGN AN EXTENSION TO THE INTERLOCAL

AGREEMENT FOR THE REGIONAL TRANSPORTATION PLANNING
ORGANIZATION (AB93 -360)
Topics discussed: Still working on the agreement.

7. OTHER BUSINESS
REQUEST FOR EMERGENCY ORDINANCE TO ALLOW ACCEPTANCE
OF FUNDING FOR CAPITAL IMPROVEMENTS TO THE HEALTH
DEPARTMENT
Topics discussed: Definition of "emergency ordinance'; monies must be spent by
end of September 1993 per federal government; need to have money to implement new
system for more efficient patient flow; all budget ordinances must come through the
Executive Branch; $14,000 is amount of funding; as the Executive has not signed the
budget amendment /ordinance for receipt of the County Council , the Council cannot
independently determine to pass this budget amendment - -it must be assigned into the
budget.
Speakers: Henderson; Jan Dahl, Director, Personal Services, Health Department;
Imhof; Bob Woods.
Discussion followed among Imhof, Woods and Henderson re: the budget
amendment. Woods clarified that the Executive must request that a change take place.
IMHOF MOVED TO RECOMMEND RESOLUTION TO SUPPORT
EMERGENCY ORDINANCE. IT IS THEN THE RESPONSIBILITY OF THE
HEALTH. DEPARTMENT TO OBTAIN THE REQUEST FROM THE COUNTY
EXECUTIVE. THIS WILL ALLOW THEM TWO WEEKS UNTIL THE COUNTY
COUNCIL'S NEXT MEETING ON SEPTEMBER 28 FOR VOTING ON THIS
REQUEST.
IMHOF AMENDED HIS RESOLUTION TO READ... RECOMMEND
RESOLUTION TO SUPPORT THE HEALTH DEPARTMENT'S SEEKING
FEDERAL FUNDING IN THE APPROXIMATE AMOUNT OF $14,00 FOR
CAPITAL IMPROVEMENTS OF THE HEALTH DEPARTMENT.
The motion carried unanimously.

There followed a discussion regarding the schedule for budget hearings. The goal
is to complete the hearings before Thanksgiving and have two hearings for the general
public. It was agreed to approve the draft as the final schedule with the October 19
meeting as the executive discussion and revenue review with the County Executive.
The meeting was adjourned.
