October 26, 1993
The meeting was called to order at 4:15 p.m. in the Council Chambers, 1000
North Forest Street, 2nd floor, by Ken Henderson, Chair.

1. ORDINANCE AMENDING THE BUDGET, REQUEST NO. 15 (AB93 -397)
Speakers; Tom Sutberry; Henderson.
Topics discussed: Retirement pay outs, 10 Mile Creek Watershed for wetlands,
CERB Fund, Health Fund and WICK Contract extension, all through Sutberry's
substitute ordinance.
VANDER YACHT MOVED TO RECOMMEND TO THE COUNCIL
ACCEPTANCE OF THE ORDINANCE AMENDING THE BUDGET, REQUEST
NO. 15.
The motion passed unanimously.
2. ORDINANCE AMENDING THE ORDINANCE ESTABLISHING THE
EMERGENCY MANAGEMENT DIVISION WITHIN THE SHERIFF'S
OFFICE (2.40) TO CLARIFY THE STATUS OF EMPLOYEES WITHIN THE
DIVISION (AB93 -398)
Speakers: Dale Brandland, County Sheriff; Henderson.
Topics discussed: This is a housekeeping matter regarding removal of obligation
of civil service and transfers this matter to county personnel policy. All Emergency
Management personnel are under the umbrella of the personnel system for the county.
This has been reviewed by Dan Gibson, Prosecutor.
IMHOF MOVED TO RECOMMEND APPROVAL TO THE COUNCIL.

3. ORDINANCE AMENDING THE WHATCOM COUNTY CODE, REPEALING
CHAPTER 5.04, AMBULANCE FRANCHISES (AB93 -247B) (KEPT IN
FINANCE COMMITTEE ON 10/12)
After discussion with Prosecutor Gibson, who feels this relates to our contractural
arrangements with the City of Bellingham, Gibson recommends this ordinance be tabled
indefinitely.
Speakers: Henderson.
VANDER YACHT MOVED TO TABLE THIS ORDINANCE INDEFINITELY.
The motion passed unanimously.
4. RESOLUTION SUPPORTING HIGH SPEED RAIL OPERATIONS
BETWEEN PORTLAND, SEATTLE AND VANCOUVER (AB93 -355A)
Speakers: John Servais, Bellingham; Henderson.
Topics discussed: Location of terminal not addressed here and is in dispute- -
reference made to WTA Planning Commission re: future determination of location.
VANDER YACHT MOVED TO RECOMMEND APPROVAL TO THE
COUNCIL.
The motion passed 2 -1 with Imhof opposed.
5. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER
INTO A LEASE AGREEMENT WITH THE WHATCOM SOCCER
COMMISSION FOR PROPERTY AT SMITH AND NORTHWEST ROADS
(AB93 -415)
Henderson stated the Committee received a letter requesting this matter be
referred to the Property Management Committee.
HENDERSON MOVED TO REFER THIS REQUEST TO THE PROPERTY
MANAGEMENT COMMITTEE FOR REVIEW AT THEIR NOVEMBER
MEETING.
Speakers: Chet Lackey, on Board of Directors at Boys and Girls Club and on the
Whatcom Soccer Commission; Henderson; Barbara Cory, Treasurer; Roger DeSpain,
County Parks Director; Tom Sutberry; Imhof; Dave McEachern, Board Member, Boys

Topics discussed: Concern of necessity of moving to another committee;
important piece of property to County; need parking access for Treasurer's equipment
sales; importance of timing.

MANAGEMENT COMMITTEE.
The motion passed unanimously.
6. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER
INTO A LEASE AGREEMENT WITH THE BOYS AND GIRLS CLUB OF
WHATCOM COUNTY FOR PROPERTY AT SMITH AND NORTHWEST
ROADS (AB93 -416)
IMHOF MOVED TO SEND THIS REQUEST TO THE PROPERTY
MANAGEMENT COMMITTEE.
The motion passed unanimously.
7. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER
INTO A SUBSTANCE ABUSE TREATMENT /PREVENTION SERVICES
CONTRACT FOR THE 93 -95 BIENNIUM WITH THE RECOVERY CENTER
OF ST. JOSEPH'S HOSPITAL (AB93 -417)
Speakers: Peggy Ball, Combined Treatment Services Director; Henderson.
Topics discussed: Revenue less this year; funding cuts; title funding changes
which lead to delay of developmental contract.
IMHOF MOVED TO RECOMMEND APPROVAL TO THE COUNCIL.
The motion passed unanimously.
8. OTHER BUSINESS
Henderson briefly mentioned the need for a joint meeting with Bellingham City
Council to discuss emergency medical /911. This perhaps could take place at one of the
County Council meetings or on a Thursday afternoon (late).
