HomeMy WebLinkAboutFinance July 27 1993WHATCOM COUNTY COUNCIL FINANCE AND PERSONNEL COMMITTEE July 27, 1993 The meeting was called to order at 4 :15 p.m. by Committee Chairman Ken Henderson in the Council Chambers, 1000 N. Forest Street. Also Present: Absent: Bob Imhof None. Dennis Vander Yacht (arrived late) 1. ORDINANCE AUTHORIZING AMENDMENT NO. 11 TO THE 1993 BUDGET (AB93 -288) Linda Irvin, Program Analyst, Executive's office, explained the issue. Vander Yacht arrived shortly after the beginning of this discussion. Addressing the Council: Combined Treatment Services Director Peggy Ball, Auditor Shirley Forslof, Irvin, Deputy Administrator Tom Sutberry. IMHOF MOVED TO RECOMMEND APPROVAL OF THE ORDINANCE AUTHORIZING AMENDMENT NO. 11 TO THE 1993 BUDGET. Motion carried unanimously. 2. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A TWO -YEAR CONTRACT WITH KEY BANK OF WASHINGTON FOR BANKING AND CUSTODIAL SERVICES (JANUARY 1, 1994 TO 12/31/95), BASED ON A PER TRANSACTION CHARGE (estimated to be over $25,000 per year) (AB93 -305) Gordon Browning from the Treasurer's Office explained the request and the benefits of the approval of the authorization. IMHOF MOVED TO RECOMMEND APPROVAL OF THE CONTRACT. There was discussion about the terms of the contract. Motion carried unanimously. 3. REQUEST FOR THE EXECUTIVE TO ENTER INTO A LEASE AGREEMENT WITH NORTHWEST DEVELOPMENT I FOR AUDITOR'S SPACE AT 3975 IRONGATE ROAD FROM AUGUST 3, 1993 TO AUGUST 2, 1994 AT THE RATE OF $1,062 PER MONTH Finance Minutes, July 27, 1993, Page 1 (AB93 -306) Administrative Services Manager Mary Chisholm explained the request, noting that a typographical error should be corrected as follows: Instead of a 25 percent increase there should only be a three percent increase. She provided the Committee Members with corrected documents. IMHOF MOVED TO RECOMMEND APPROVAL OF THE LEASE AGREEMENT. Motion carried unanimously. 4. RESOLUTION IN THE MATTER OF THE SALE OF WHATCOM COUNTY SURPLUS PROPERTY AND THE SETTING OF A DATE FOR PUBLIC HEARING THEREON PURSUANT TO WCC 1.10 (AB93 -307) Purchasing Director Nat Dickinson was present to answer questions, but none were asked. IMHOF MOVED TO APPROVE THE RESOLUTION SETTING THE PUBLIC HEARING DATE. The motion carried unanimously. 5. ORDINANCE AMENDING CERTAIN SECTIONS OF THE WHATCOM COUNTY CODE TO CORRECT SCRIVENER'S ERRORS AND /OR UNCLEAR TEXT AMENDMENTS (AB93 -246) Ramona Reeves, Clerk of the Council, explained items 5 -8. These are suggestions to clarify the language in the Code. IMHOF MOVED APPROVAL OF THIS ORDINANCE. The motion carried unanimously. 6. ORDINANCE AMENDING VARIOUS SECTIONS OF THE WHATCOM COUNTY CODE TO ELIMINATE OUT -OF -DATE REFERENCES TO "COUNTY COMMISSIONERS" (AB93 -247) There was discussion of the meaning of these issues. VANDER YACHT MOVED TO APPROVE THIS ORDINANCE. Finance Minutes, July 27, 1993, Page 2 Items discussed were: Who does the executive board refer to in 230.110 ?; Whether references to County Commissioners means the Council or Executive; How many Council Members should be on boards ?; In 2.36, who should be involved in agreements with the Housing Authority? Person speaking: Henderson, Ramona Reeves, Clerk of the Council; Linda Nelson; Vander Yacht; Imhof; Tom Sutberry, Deputy Administrator. Imhof suggested an amendment as follows: "Whatcom County Executive with the approval of the County Council enters into agreements on behalf of the County for the development, construction, ownership, etc." on line 1, page 160 of the packet. The motion carried unanimously. A typo was noted on line 30 of Chapter 12.12.050, it should read ... eatin c...Q .............. ... 7. ORDINANCE REPEALING SECTION 2.34 OF THE WHATCOM COUNTY CODE, REGARDING THE COMMUNITY RECREATION COMMISSION (AB93 -259) IMHOF MOVED APPROVAL TO REPEAL SECTION 2.34. The motion carried unanimously. 8. ORDINANCE REPEALING SECTION 2.52 OF THE WHATCOM COUNTY CODE, REGARDING THE MULTIPURPOSE COMMUNITY CENTER (AB93 -260) VANDER YACHT MOVED APPROVAL TO REPEAL SECTION 2.52. The motion carried unanimously. 9. ORDINANCE AMENDING WHATCOM COUNTY CODE 2.21, BOARD OF EQUALIZATION, TO REFLECT PAY INCREASE AUTHORIZED BY COUNTY COUNCIL IN 1992 (AB93 -224) Reeves explained the issue, noting that this was not put in the code when it was passed. Items discussed were: Whether this could be put on a fee schedule so it would not require a code amendment each time a change is sought; Persons speaking were: Reeves; Sutberry; Imhof; - Vander Yacht. RESOLUTION REGARDING BOARD OF EQUALIZATION MEMBER'S PAY INCREASES AS AUTHORIZED IN 1992 (AB93- 224A) IMHOF MOVED APPROVAL OF THE RESOLUTION. The motion carried unanimously. 11. Other items: Linda Nelson: Talked about the importance of pets in the treatment of mentally ill people, and suggested the Council pursue some kind of link between the Humane Society and mental health agencies or find housing for animals set for euthanization that could be a place for mental health patients to visit the animals. Henderson commented. ADDENDUM: 12. DISCUSSION /DEVELOPMENT OF RESOLUTION REGARDING COUNCIL'S POLICIES ON MAIL (TO AND FROM THE COUNCIL OFFICE) (AB93- 315)MAILINGS POLICY. Henderson explained the issue. Imhof suggested Council Members who have a problem with the current system need to present a written proposal. Henderson suggested the Clerk call other counties to find out what their policies are. Something will come forward to this committee in the future. Clare Fogelsong asked if this would be discussed at the meeting tonight; Henderson said he did not anticipate any discussion. Henderson said he will talk to Brenner and the staff.
