Also Present: Ken Henderson Alvin Starkenburg Absent: None Others Present: Jim Kaemingk, Mayor of Lynden Stephan Jilk, Administrator, City of Lynden Ken Roberts, Mayor of Nooksack Keith Bode, Attorney for BBBLENS Ken McKenzie, Resource Manager for Lynden; Manager for BBBLENS Marlin Brunner, Recording Secretary for BBBLENS Matt Lagerwey, Mayor of Everson Bob Mitchell, Mayor of Sumas Regina Delahunt, Health Department Terry Klimpel, Lynden Public Works Director; Chair of BBBLENS Bill Duffy, Blaine Utilities Superindendent Steve Hovde, Representing Birch Bay David Davidson, Consultant to Everson, Nooksack and Sumas Clarence and Robert Tjoelker, Farmers COMMITTEE DISCUSSIONS AND RECOMMENDATIONS TO COUNCIL 1. DISCUSSION OF WHATCOM COUNTY HEALTH DEPARTMENT'S PROPOSED COMPOST QUALITY REGULATIONS WITH BIRCH BAY, BLAINE, LYNDEN, EVERSON, NOOKSACK AND SUMAS ( BBBLENS) (AB94 -601) Terry Klimpel gave a short presentation from BBBLENS (Blaine, Birch Bay, Lynden, Everson, Nooksack, Sumas), including a video, regarding bio- solids. A discussion followed of these applications in Whatcom County. Mr. Klimpel noted the necessity of developing an action plan for a pilot program. David Davidson gave a short presentation on the regulatory process. Discussion and questions followed. The presentation continued with Mr. Davidson describing the Special Public Services Minutes, 12/13/94, Page 1 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 process and frequency of testing. Again, discussion followed. Issues discussed were compost material, fees, bagging, federal, state and county regulations, liability, responsibility, sewage sludge, program goals and facility standards.
