6 The meeting was called to order at 5 p.m. by Chair Robert Imhof in the Council

18 CAPITAL FACILITIES PLANNING MEETING (AB94 -456)

20 Bill Henderson, Henderson Young & Company, reoriented the Council about the
21 new Growth Management Act. The law requires the County to put in place by the end
22 of the year Revised Development Regulations dealing with three issues: concurrency,
23 impact fees and updating some existing regulations. The Capital Facilities Plan supports
24 and creates the infrastructure that will, in turn, support the Land Use decisions that are
25 made as part of the Comprehensive Planning process and relate directly to the
26 transportation element and other elements that require resources needing to be funded
27 in order to make the plan work.

29 The new law states that you must mean what you say, as well as being financially
30 feasible. There is a range of options to consider in terms of trying to bring the plan to
31 the point of financial feasiblity: revenues can be increased and levels of service, unit
32 costs of facilities and demand for facilities can be reduced (growth cap or additional
33 ways to maintain or increase the status quo without building).

35 Carl Batchelor, Planning & Development Services, spoke on the background
36 information_ of this plan. The plan will be updated every year so that there will always
37 be a six-year plan. He then reviewed, in general, the Capital Facilities Report
38 requirements. Questions were then answered.

40 Bob Woods, Budget & Program Analyst, County Council, addressed the area of
41 revenue projections. The revenues are broken into multi- and single purpose. Multi -
42 purpose revenues are monies not tied to a specific operation; single purposes are.
43 Various options were listed as to where the monies can be used. Then he answered
44 questions.
