Special Meeting
March 15, 1994
The meeting was called to order by Council Member Marlene Dawson at 4 p.m.
in the Hearing Examiner Chambers, 1000 North Forest Street.

DISCUSSION OF ORDINANCE AMENDING WHATCOM COUNTY CODE,
CHAPTER 12.08 DEVELOPMENT STANDARDS, TO ADD NEW
LANGUAGE AUTHORIZING DEVELOPMENT STANDARDS, THEIR
FORMAT AND PROCEDURES (AB94 -089)
The following people addressed the Council regarding performance -based
objectives:
Pat Jones, Jones Engineers
Bob Anderson, 203 West Holly, Suite 319
Ed Good, Hearing Examiner
Nate Brown, Planning & Development Services
Dan Taylor, Planning & Development Services
Bob Woods, Budget & Program Analyst
Questions were asked of Dan Gibson, Council's counsel.
Harris proposed the following wording: "...Upon completion of the review, the
Committee shall make recommendations to the County Executive, who shall then
formally take action, subject to County approval, if formally requested by either the
Executive or a supermajority. of the Council on all proposals of new chapter sections of
major modifications."
It was agreed that Harris would draft his proposal and a copy would be sent to
the Executive. The proposal would then be able to be discussed by the Council and the
Executive before returning to the Council for a vote.
2. COURTHOUSE PROJECT REPRESENTATIVE (FINDINGS TO
WAIVE BID REQUIREMENTS, APPROVAL OF CONTRACT WITH

Randy Watts, Prosecutor's Office, answered questions.
Imhof suggested putting a ceiling on the amount to be spent at $15,000; Dawson
thought $10,000 would do nicely. Dan Gibson, Council's counsel, reported Council
needed to waive the bid requirement in order to do so.
Imhof moved to waive the bid requirements.
Motion carried unanimously.
John Davis, 5556 Guide Meridian, commented.
Starkenburg moved to amend to add language: ...follow Mo. <<
Motion carried unanimously.
Dawson moved to amend Exhibit B to add a lid of $10,000.
Motion carried 4 -3 with Brenner, Henderson and Imhof opposed.
Imhof moved for adoption of the contract as amended.
Motion carried 6 -1 with Brenner opposed.

After the adoption of the contract, the meeting was adjourned.
