Special Council Meeting
June 21, 1944
The meeting was called to order by Council Chair Robert Imhof at 4 p.m. in the
Council Chambers, 311 Grand Avenue.

1. GROWTH MANAGEMENT ACT SPECIAL PRESENTATION:
TRANSPORTATION ELEMENT (AB94 -063A)
Vickie Matheson, Planning, introduced the presentation.
William R. Louden, JHK & Associates, discussed transportation issues relating to
the Growth Management Act and pre - preferred alternative for road improvements.
Shelby Tedesco, JHK & Associates, discussed congested traffic areas and possible
road improvements.
Ed Henken and Mr. Louden addressed questions of the Council.
Starkenburg discussed events in the Growth Management Committee.
Vicky Matheson closed the presentation.

2. DISCUSSION WITH STATE AUDITOR REGARDING PAUL RUSHING
CONTRACT (AB94 -115B)
Clerk Ramona Reeves announced the Council had gone into an executive session
for discussion of pending litigations regarding Paul Rushing.
3. REPORT AND FINDINGS OF THE BLUE RIBBON PANEL; RECOGNITION
OF PANEL MEMBERS (AB94- 041B)

Panel Members: Willard Edison; Mike Kent; Jim Reddy; Dan Robbins; Michael
Smith (Chair); David Bradley; Robert Bromley; Gary Rusing and Betty Vargus.
Dan Robbins spoke about the recommendations made by the panel.
Shirley Van Zanten, Executive, also commented, as did several Council Members.
4. BUDGET RETREAT (AB94 -269)
Starkenburg, as Chair of the Finance & Personnel Committee, chaired this section
of the meeting.
Bob Woods, Systems Analyst, coordinated this discussion.
Speakers: Tom Sutberry, Administrative Services; Shirley Van Zanten, Executive;
Shirley Forsloff, Auditor; Butch Edison, Blue Ribbon Panel; N.F. Jackson, Superior
Court; Mike Kent, Blue Ribbon Panel; Dan Robbins, Blue Ribbon Panel; Dale
Brandland, Sheriff; all Council Members and Nate Brown, Planning & Development
Services.
Starkenburg then turned the meeting back to the Council Chair.
Speaking in this portion of the meeting (discussion of proposed budgetary items):
Tom Sutberry, Administrative Services; all Council Members; Bob Woods; Shirley Van
Zanten, Executive; Shirley Forsloff, Auditor;
. Brenner moved to reduce funding in other areas to augment the Council's
priorities if necessary.
Motion failed 1 -6 with Brenner in favor.
Henderson moved to accept all the items listed before the Council.
Henderson amended his motion to make annual assessments on the "B" list.
Motion carried 6 -1 with Brenner opposed.
Main motion carried 6 -1 with Brenner opposed.
