Special Council Meeting 3 4 April 28, 1994 5 6 The meeting was called to order at 7 p.m. by Acting Chair Marlene Dawson in the 7 Nooksack Valley Baptist Church, 1208 E. Main Street, Everson. 8 9 Also Present: Absent: 10 Alvin Starkenburg Bob Imhof 11 Ward Nelson 12 Barbara Brenner 13 Larry Harris 14 Ken Henderson 15 16 PUBLIC HEARING 17 18 THE FOCUS OF THIS MEETING WILL BE PROPOSED INTERIM URBAN 19 GROWTH BOUNDARIES FOR THE SUMAS, LYNDEN, NOOKSACK, AND 20 EVERSON AREAS. 21 22 FOR EACH CITY, TEN MINUTES WILL BE ALLOWED FOR EACH 23 CITY'S OFFICIALS TO MAKE OPENING REMARKS, FOLLOWED 4 BY UP TO 45 MINUTES OF PUBLIC TESTIMONY. L5 26 Lynden: Steve Jilk, City Administrator, spoke to several specific pieces of 27 property in the city. He answered several questions from the Council members. 28 Amy Mangum, Planning, spoke briefly. 29 30 Everson: Dan Pike, Comprehensive Plan developer, spoke to the needs of the 31 city and growth. Questions were then answered. 32 33 Dan Taylor, Planning & Development Services, was present to answer questions 34 also. 35 36 Nooksack: David Davidson, consultant planner for Nooksack, had a handout for 37 everyone regarding county-wide planning policy. He talked about the mandates for the 38 Growth Management Act: density, land use zoning, and minimizing environmental 39 impact. Mr. Davidson brought -maps for everyone to see. He also answered questions 40 from the Council members. Starkenburg requested a written report from each of the 41 small cities regarding the GMA and the small cities be sent to the Council. 42 43 44 Special Council Minutes, 4/28/94, Page 1 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 z5 26 27 28 29 30 31 32 33 34 35 36 Sumas: David Davidson, consultant planner for Sumas, stated that no one has opposed the Sumas growth area. He also spoke to the flood plain and the fact the City is feeling uncomfortable with the monopoly of three owners own the majority of the urban growth area. He then answered questions from the Council members. Those speaking at the public testimony portion included: Jake Bovenkamp, Lynden Lesa Starkenburg, 115 Front Street, Lynden (submitted letter from Boundary Aggregate Association) Ruth Davis, Everson Barbara Benkes, Mead Avenue, Everson Fenton Wilkinson, 7101 Goodwin Road, Everson Chuck Leach, 2353 East Pole Road, Everson Pierson Dykstra, 3604 Flannagan, Sumas Jim Gilbertson, Windermere Real Estate Lawrence Minor (sp ?), Breckenridge Road, Everson Walter Meester, 8710 Double Ditch Road, Lynden Jay Taber, Bellingham The meeting was adjourned around 8:15 p.m. 4�7 , - "'P� Ramona Reeves, Recording Secretary These minutes were approved by the Council on -March Mara► 7 , , 1995.
