The meeting was called to order at 5 p.m. in the Council Chambers, 1000 N.
Forest Street by Committee Chair Ken Henderson.

Engineer's Office; Purchasing Manager Nat Dickinson; County Auditor Shirley
Forslof;and Council Members Barbara Brenner and Larry Harris, among others.
REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER
INTO AN AGREEMENT WITH ENVIRONMENTAL RESOURCE SERVICES
FOR 1994 SOLID WASTE REDUCTION AND RECYCLING EDUCATION
AND PROMOTION PROGRAM (AB93 -497)
Speakers: Jack Weiss, Solid Waste.
Topics discussed: Solid Waste is requesting a continuance of this contract, which
includes hotline, media, public presentations and school programs, publications,
information centers throughout the county, pre - cycle, holiday and award programs. The
program is funded by a 60% matched from the Department of Ecology through a
Coordinated Prevention Grant.

2. RESOLUTION ESTABLISHING COUNTY ROAD PROJECT NO. 993005
AND THE AWARD OF CONTRACT FOR GUARDRAIL SITE
IMPROVEMENTS - VARIOUS LOCATIONS (AB93 -498)
Speakers: Nasser Mansour, Engineering.
Topics discussed: Two bids were received, with Pederson Bros. the lowest at
$99,862.

3. BID AWARD RECOMMENDATION FOR GUARDRAIL SITE
IMPROVEMENTS AT VARIOUS LOCATIONS, TO THE LOWER BIDDER,
PETERSEN BROTHERS, INC., FOR $99,862.82 INCL. TAXES (AB93 -498A)
IMHOF MOVED FOR APPROVAL.
Motion carried unanimously.
4. BID AWARD RECOMMENDATION FOR THREE ROADSIDE
MOWING TRACTORS TO THE LOW BIDDER, BRIM TRACTOR
COMPANY, FOR A TOTAL OF $109,177.69, INCLUDING SALES TAX
(AB93 -499)

Topics discussed: It is their intent to purchase one tractor now and the other two
in 1994.

5. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO
ENTER INTO A CONTRACT WITH COMMUNITY RESIDENTIAL
SERVICES, INC., FOR THE 1993 -95 BIENNIUM IN THE AMOUNT
OF $15,100.80 FROM STATE DEVELOPMENTAL DISABILITIES
PASS - THROUGH FUNDS (AB93 -500)

Motion carried unanimously.
6. ORDINANCE AMENDING THE BUDGET, REQUEST NO. 17 (AB93-
486) (DECISION SCHEDULED FOR 12/21)
Speaking: Jeff Monsen, Public Works; Undersheriff Dave Wareing; Imhof,
Henderson.
Topics discussed: Money is left in the LRID #10 account and this request will
take from that fund to pay ongoing fees to try to resolve the various issues. This request
will also correct how they prepared the budget.

IMHOF MOVED TO APPROVE THE SUPPLEMENTAL BUDGET OF
$59,624 FOR THE SHERIFF'S OFFICE BUDGET WITH A REDUCTION OF
THAT AMOUNT WITH A CORRESPONDING REDUCTION TO BE MADE TO
THE APPROPRIATION FOR 1994.
Dave Wareing commented that they are completely inundated by calls and
workload and are unable to handle the situation with the present staffing. He stated the
Department has returned almost $200,000 from their budget to the County. He also
addressed the 1994 budget.
Henderson clarified that the recommendation to the Council would be to
accordingly amend the proposed supplemental budget ordinance presented by the
Executive's office and then adopt the amended ordinance.
Motion carried unanimously.
IMHOF MOVED TO RECOMMEND APPROVAL OF SUPPLEMENTAL
BUDGET NUMBER 17 AS AMENDED.
Motion carried unanimously.
