6 The meeting was called to order at 11 a.m. by Chair Robert Imhof in the Council
7 Committee Room, 311 Grand Avenue.

18 CONTROL AND SOLID WASTE ISSUES (AB94 -223A) (TWO HOURS)

1 Bob Woods, Budget /Program Analyst, made a presentation on discussions
2 between Starkenburg and Nelson with Dan Gibson and Bob Woods in July in which
3 various issues to the proposed contract were explored.

5 The following options were developed to hone in on the totality of the process:

7 Re- writing the ordinance to move toward long haul /landfilling as the
8 preferred and least expensive approach;
9
10 Defining RECOMP's capacity through a combination of contract and Flow
11 control changes to assure that they have minimum adequate waste flow to
12 maintain existing operations but move all excess and additional waste
13 stream toward open competition and landfilling as a lesser approach; and
14
15 Defining RECOMP's capacity in the contract to continue to pursue the defined
16 higher priorities in waste processing but still allow non - processed waste to be
17 handled by others in a competitive environment.

19 If a deficit is lost, a period of recertification must be met before the deficit can be
20 recaptured. In other words, a penalty must be paid if the performance level is not met.
21 For RECOMP to expect certifications, they must be able to establish actual performance
22 within the processing options established.

24 A fifteen - minute recess was taken to read the materials Bob Woods had
25 presented.

1 Much discussion followed the recess as to options (incineration /landfills) and
2 priorities in the Flow Control Ordinance. Dan Gibson also gave his opinion regarding a
3 specific question on designated sites.
