Also present: Vander Yacht Imhof Absent: None 1. APPROVAL OF APPOINTMENTS TO AN ECONOMIC RECOVERY CREATION BOARD (REQUESTED BY DAVE BELL, FOURTH CORNER DEVELOPMENT GROUP) (AB93 -313) Speakers: Henderson; Tom Sutberry; Imhof. (Clerk's Note. No one from Fourth Corner was present at the meeting and, as there were questions, the Members continued with the meeting. No one remembered to return to this at the end of the meeting.) 2. BID AWARD RECOMMENDATION FOR A MOBILE HOME FOR THE SHERIFF'S DEPUTY AT POINT ROBERTS TO THE SOLE BIDDER, BIRCH -LYNN HOMES, INC. FOR $31,229.38 INCLUDING SALES TAX (AB93 -287) Speakers: Ms. ? (unidentified); Henderson. Topics discussed: Only one interested bidder, possibly due to crossing the border. IMHOF MOVED TO RECOMMEND APPROVAL OF THE BID. The motion carried unanimously. 3. REQUEST TO BEGIN THE ADVERTISING AND HIRING PROCESS FOR ADDING A FULLY - FUNDED POSITION IN ENVIRONMENTAL HEALTH FOR WATERSHED SEPTIC SYSTEM SURVEYS AND AUTHORIZATION FOR THE EXECUTIVE TO SIGN THE RELATED INTERLOCAL AGREEMENT WITH THE CITY OF BELLINGHAM (AB93 -322) Speakers: Bert Brainard, Environmental Health; Imhof. Finance Minutes, 8/10/93, Page 1 Topics discussed: This is for septic system survey work and carry on a maintenance education program. They found problems in the Lake Whatcom Watershed area in 1990, especially in those areas where the houses are over 20 years old. Many people are ignorant of the maintenance program. The surveys can take awhile to complete. The maintenance education now is done only when there is time. The majority of the septic tanks come from outside the City limits. Some of the houses, even though there are few, are difficult to reach without a four -wheel drive. Imhof and Henderson had questions. VANDER YACHT MOVED TO RECOMMEND APPROVAL OF THIS POSITION. Henderson had a further question. The motion carried unanimously. 4. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO AN AGREEMENT WITH SHARON M. ROBINSON FOR CONTRACT MONITORING AND AUDITING SERVICES FOR MENTAL HEALTH AND SUBSTANCE ABUSE SERVICES FOR $36,000 FROM 7/1/93 TO 6/30/95 (AB93 -323) Speakers: Peggy Ball, Combined Treatment Services Director. Topics discussed: This is for contract monitoring and auditing, which is estimated at 40. They have had contracts with Sharon since 1988 and was the only bidder. Bids are put out every two years. Skagit and Island Counties also use her services. Questions by Henderson. IMHOF MOVED TO RECOMMEND APPROVAL FOR AUTHORIZATION. The motion carried unanimously. 5. BID AWARD FOR THE RECONSTRUCTION OF HANNEGAN ROAD, TEN MILE ROAD TO SR -544, PHASE I, TO THE LOW BIDDER, WEDCO CONSTRUCTION INC., FOR $614,168 INCLUDING ALL TAXES (AB93 -324) Speakers: Nasser Mansour, Engineering. Topics discussed: Wedco is confident of his bid amount; $440,000 - 580,00 will be federally funded. Finance Minutes, 8/10/93, Page 2 IMHOF MOVED TO RECOMMEND APPROVAL OF THE CONTRACT. Henderson commented as to the variety of the bid amounts. The motion carried unanimously. 6. RESOLUTION ESTABLISHING COUNTY ROAD PROJECT NO. CRP - 992228 AND AWARD OF CONTRACT FOR RECONSTRUCTION OF HANNEGAN ROAD, TEN MILE ROAD TO SR -544, PHASE I (AB93 -324A) IMHOF MOVED TO RECOMMEND APPROVAL OF THE CONTRACT. The motion carried unanimously. 7. OTHER BUSINESS Henderson mentioned his conversation with N.F. Jackson re: a finance issue that is on the agenda for a hearing tonight for marriage licenses to have a courthouse facilitator. N.F. will be available for questions tonight.
