ON SALE OF COUNTY TAX TITLE PROPERTY, REQUEST #76 (AB93-
120)

13. ORDINANCE AMENDING THE 1993 BUDGET (AB93 -099) B &C
REQUEST
Topics discussed: Reason for request; uses to be made of funds; four new positions
(plans examiner, lands examiner, surface mining technician, and system administrator);
description of use to be made of four positions; work load compared with last year; potential
fees which would pay for the surface mining technician; permit tracking system; impact is
7 -month budget; intent for fees to bring in sufficient to cover costs of surface mining
technician; current staff and assignments; Proposed Buildings and Code Reorganization;
permit processing steps; recognition of problems in B &C; permit processing number history;
monies potentially available due to union personnel leaving; benefits of hiring personnel
rather than contracting out work; Administration's feelings on this situation.

Fred Kennedy, Kennedy Homes, reported that he lost two jobs last summer because
of the process and the length of time it takes. He and a group of fellow contractors have
brought their cases to the Committee; they were turned down for full Council time by the
Council Chair. They paid compliments to Nate Brown for responding positively to them. He

reported that the builders are angry: they have low interest rates and many customers, but
they have a lengthy permit process and high lumber prices.
Dick Skeers, Skeer's Construction, presented specifics of delays he has experienced.
With one 1300 square foot house, it took longer to get the permits than to build the house.
The process is frustrating to, consumers, resulting in fewer homes being built. Skeers
compared service categories between Whatcom County and other jurisdictions. Skeers
passed out a list of areas where he feels that the County is violating the Building Codes.
Mike Roberts, Cascade Energy Homes, again urged that something be done about
he length of time involved in permit process time.
Henderson suggested that the contractors be present at the evening Council meeting
to present their concerns during Open Session. They agreed to do this.
