October 25, 1994
The meeting was called to order at 1:30 p.m. by Committee Chair Barbara
Brenner in the Committee Room of the Council Chambers, 311 Grand Avenue.

COMMITTEE DISCUSSIONS AND RECOMMENDATIONS TO COUNCIL
1. DISCUSSION OF EVERSON GOSHEN ROAD /KELLY ROAD
INTERSECTION CONCERNS (AB94 -526)
Speakers:
Kim Gates, Representing neighbors in the area
Ed Henken, Engineering
Tom Gooch, Fire District 4
Jeff Monsen, Transportation Services
Starkenburg moved to recommend that Henken continue with plans for stop signs
and a stop bar. It needs to be monitored, and if additional activities are needed, such as
buttons on the road, Ed Henken should come back to us (the Public Services
Committee) and that could be considered as a second phase.
Motion carried unanimously.
Starkenburg moved to amend the motion to investigate the possibility of placing a
flashing light on or near the stop sign.
He withdrew his amendment after comments by Jeff Monsen, Transportation
Services Director.
2. POTENTIAL APPEARANCE OF FAIRNESS VIOLATION ON SOLID
WASTE ADVISORY COMMITTEE (SWAG) AND RELATED
MEMBERSHIP ISSUES (AB94 -549)

18 Brenner recommended that Jeri Payne and other interested parties contact Ed
19 Henken and make suggestions of what the County could be doing for this problem, and
20 Henken could report back to the Committee.

22 Brenner withdrew her recommendation but asked Henken to keep her posted of
23 citizen concerns and possible solutions.

34 Starkenburg moved to recommend that the Council move it forward to seek legal
35 opinion to see if Pat Gallery can be hired to hear this particular matter, keeping in mind
36 there is a community benefit, and if that is not legally do -able, the Council ask Ed Good,
37 Hearing Examiner, to schedule this item in conjunction with another hearing.
