The meeting was called to order at 4:35 p.m. by Committee Chair Barbara
Brenner in the Council Committee Room, 311 Grand Avenue.

COMMITTEE DISCUSSIONS AND RECOMMENDATIONS TO COUNCIL
1. ORDINANCE PENDING SEWAGE CONTROL RULES AND
REGULATIONS (AB94 -581) (FROM 12/6)
Bob Clark, Health Department, spoke briefly on sewage control. He suggested
sitting tight and seeing what happens. This would allow everyone an opportunity to
discuss this issue.
Brenner moved for recommendation to table this item to allow the Committee
time to work on the issues that have been raised.
Motion carried 2 -0 with Starkenburg absent.
Brenner moved for recommendation to direct staff to proceed with applying for a
waiver if necessary after tomorrow's (December 14, 1994) meeting.
Motion carried 2 -0 with Starkenburg absent.

Brenner moved for recommendation to all Transportation Services Department
title references be revised to be called Public Works Department.
Motion carried unanimously.
Brenner moved for recommendation to forward ordinance as amended to Council
for approval.
Motion carried unanimously.
3. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO
ENTER INTO AMENDMENT NO. 3 TO THE LUMMI SHORE ROAD
INTERLOCAL AGREEMENT, A TIME EXTENSION TO CONCUR
WITH THE CORPS OF ENGINEERS TIMING; TO INCREASE
MONEY AVAILABLE FOR ADMINISTRATIVE EFFORTS AND TO
AUTHORIZE EXPENDITURE OF LOCAL FUNDS TOWARDS
SECTION 103 SHORELINE STUDY EFFORTS (AB94 -610)

Starkenburg moved for recommendation for approval.
