August 9, 1994
The meeting was called to order by Chairman Barbara Brenner at 1:30 p.m. in the
Committee Room of the Council Chambers, 311 Grand Avenue.

COMMITTEE DISCUSSIONS AND RECOMMENDATIONS TO COUNCIL
1. NAMING AND ADDRESSING OF COUNTY ROADS (AB94 -378)
Jeff Monsen, Transportation Services, gave a short presentation defining the issues
as to how do we name streets and what are the standards used. Sheriff Dale Brandland
was concerned with emergency response issues, as were Pat Hoyle, President, Whatcom
Fire Chiefs Association, and Gary Russell, Chief, Ferndale Fire Department.
Pat Hoyle requested his organization to be a task force to work on problems and
make recommendations.
Jeff Monsen requested the Committee give his committee basic direction in order
to begin work on this project.
Also speaking was Cecelia Lloyd, Engineering, and Dan Crocker, TCI
Cablevision.
Brenner moved to recommend to have a task force including the fire chiefs, staff
and interested citizens work on a system of road naming that will allow us to use names
as much as possible.
Brenner withdrew her motion.

Henderson moved to have the Committee Chair send a memo to the Executive
requesting the participation of Transportation Services in a review of County road
naming.
Motion carried 2 -0.
2. ORDINANCE AMENDING ORDINANCE NO. 84 -60 TO EXTEND TCI
CABLEVISION FRANCHISE TERM FOR ONE YEAR (AB94 -340A)
This item was withdrawn from the Committee agenda to be discussed in the
executive session.
3. DISCUSSION /RECOMMENDATION TO COUNCIL ON SCHEDULING OF
COMMITTEE OF THE WHOLE MEETINGS ON FLOW CONTROL
(PURSUANT TO MOTION PASSED BY COUNCIL AT THE 8/2 MEETING)
(AB94 -223A)
Brenner suggested the Council meet with their counsel to discuss Flow Control
and then the Council hold weekly meetings to discuss this item.
4. DISCUSSION OF THE POSSIBILITY OF OBTAINING AN ATTORNEY
GENERAL'S OPINION ON FLOW CONTROL (AB94 -223B)
Brenner moved to ask one of our legislators to seek an attorney general's opinion
on Flow Control.
Motion failed 1 -1 with Henderson opposed.
