WHATCOM COUNTY COUNCIL
SPECIAL COUNCIL MEETING
WORK SESSION
September 26, 1995
The meeting was called to. order at 10:05 a.m. by Acting Council Chair Marlene
Dawson the Multi - purpose Room, Courthouse Basement, 311 Grand Avenue.

The Council meeting was recessed, and a meeting of the Whatcom County Board
of Health was convened by Larry Harris.
1. CONTINUED DISCUSSION ON DRAFT COMPOST REGULATIONS
(AB94 -601)
Harris noted this work session has three goals:
Hear from BBBLENDS
- Hear from the mushroom growers
Decide how to proceed
Keith Bode, counsel for BBBLENDS (Birch Bay, Blaine, Lynden, Everson,
Nooksack, Deming and Sumas) stated the remaining issue needing to be discussed with
the Health Department is sharps testing Type I, yard and garden waste.
Regina Detahunt and Dr. Frank James from the Health Department briefly
commented. They and Bode agreed to meet to formulate a document to present to the
Council as an ordinance. Discussion followed.
Jerry Huckabay, Mt. Baker Mushroom Farms, gave a presentation on the process
of mushrooming and composting. He provided photos of the farm to the Council
members and the Health Department. Since his farm is fully inspected every year, he
wanted to know why agriculture is being included in the compost regulations. -

There was discussion. Dr. James explained he felt it necessary to examine the
compost content once a year, if not quarterly. Fees were also discussed, along with
yearly vs. quarterly testing. Delahunt then explained. A and AA standards, which are
based on state compost guidelines. Further discussion followed.
Those also speaking included Bob Woods, Council Program and Budget Analyst,
and Nancy Keene, citizen.
It was decided to hold a public hearing, which will be scheduled during a regular
Council meeting. There will then be another work session.
Ken Bell, RECOMP, gave a presentation. He also had various handouts (on file).
He noted the goal of RECOMP is to maximize amount of organics recovered from the
waste stream and other processes and develop a community standard protecting the
environment. RECOMP wants consistency in the industry.

The Whatcom County Board of Health meeting was adjourned, and the County
Council meeting was reconvened.
