SPECIAL COUNCIL MEETING
WORK SESSION
October 24, 1995
The meeting was called to order at 1:10 p.m. by Council Chair Robert Imhof in
the Council Committee Room, 311 Grand Avenue.

1. DISCUSSION WITH SENIOR DEPUTY PROSECUTOR DANIEL
GIBSON, PENDING LITIGATION (AB95 -132A)
Henderson moved to go into executive session.
Motion carried 4 -0.
2. DISCUSSION AND POSSIBLE ACTION ON DRAFT COMPOST
REGULATIONS (AB94 -601)
The meeting was called to order at 1:40 p.m. by Acting Council Chair Marlene
Dawson in the Council Committee Room, 311 Grand Avenue.

The Council recessed its meeting and convened a meeting of the Whatcom
County Board of Health.
Those speaking included:

Language issues were discussed, including the definition and size of sharps.
Nelson moved to change language on page 5, line 15: "SHARPS means
hypodermic needles, sewing needles, and straight pins. For- the par-peses of
.... Sharps do not include wood
slivers."
There was discussion on the motion.
Motion carried 3 -1 with Henderson opposed and Brenner abstaining.
Nelson moved to change language on page 4, line 6: "Manufactured inerts means
wastes such as glass, plastic, metals, ceramics and other manufactured items that remain

There was discussion on the motion, after which Nelson moved the motion be

Discussion followed regarding the definition of stability. The Health Department
will come back to the Council with language revision.
A language change was suggested on page 7, line 11: "Except as provided in
Section 24.09.020, no Now composted material may be sold, ... ".
Add on page 8, line 13: "...The Compost Registration will be valid for one year.

A lengthy discussion followed regarding compost regulations, 503s and A and AA
standards.

Henderson moved to leave the area of A /AA standards as it is and review
additional materials at the public hearing.
Discussion followed.
Motion carried unanimously.
The Health Department will add language on page 23 regarding additional lab
testing.
Discussion followed on testing and percent reduction noted on page 27, line 5.
They will add: "A percent reduction of at least 50 %..:..
Discussion followed regarding "public nuisance" on page 30, line 13.
Regina noted that Grade B will be worked on next by her department.
Starkenburg asked why not discuss this at this time. He felt the grades should be A and
B only.
(Clerk's Note: A public hearing will be scheduled for this matter. An eight - minute
recess was taken.)
The Council adjourned its meeting of the Whatcom County Board of Health and
reconvened the Council meeting.
3. DRAFT URBAN GROWTH AREA INTERLOCAL COOPERATION
AGREEMENT (AB95 -343A)
Vickie Hardin- Woods, Planning, discussed meeting schedules with the committee.
The following meetings and times were decided upon:
Financial November 7 after the Water District #10 meeting
Zoning November 21 from 10 a.m. to 1 p.m.
Miscellaneous and Wind Up: December 5 from 10 a.m. to 1 p.m.
