DRAFT COMPREHENSIVE PLAN
March 8, 1995
The meeting was called to order at 6:40 p.m. by Chair Bob Imhof at the
Bellingham Technical College, 3028 Lindbergh Avenue, Bellingham.

1. JOINT PUBLIC HEARING WITH THE PLANNING COMMISSION ON
THE DRAFT COMPREHENSIVE PLAN (AB94 -508A)
Vickie Matheson commented regarding the hearing process. She recommended
closing the process for public comment on March 17, 1995.
Simpson moved to close the written portion of the public hearing at 5 p.m.,
March 17, 1995.
Motion carried unanimously.
David Davidson, 917 -12th Street, Bellingham, Planner for Everson and Sumas,
addressed these areas in relation to the Comp Plan. He requested the
Council /Commissioners not change the mineral resource section of the Comp Plan, as
the cities are supporting of these specific policies.

Patricia Decker, City of Bellingham Planning and Community Development
Director, addressed Bellingham's dwelling density. The City has a commitment to open
space, healthy neighborhoods, protection of sensitive environment, economic vitality and
affordable housing. The City Comp Plan public hearing is April 10 in City Council
Chambers at 7 p.m. On March 15, the City and County will hold a joint public hearing
in the County Council Chambers.
She also noted that the City Council will monitor maintenance of residential,
industrial and commercial land. Decker pointed out there is a difference between the
urban fringe plan and the interim urban growth area that has already been adopted.
Imhof opened the public hearing, and the following people spoke:
Jim Schuster, 2347 East Pole Road, Everson (handout provided [petition]):
Stated there are many unanswered questions, primarily those dealing with water
Nate Kronenberg, 2351 E. Pole Road, Everson: Spoke to quality of life concerns
and mineral resource lands; requested members not to designate new MRL zones in the
referred to section
Phyllis Kronenberg, 2351 E. Pole Road, Everson: As an appointed surface mining
advisory committee member, she stated that committee membership is weakened by poor
representation of citizens and special interests; goals and policies have been weakened by
the lack of balance in the group; mineral resource section goals and policies are not
consistent with other sections of the Comp Plan
Lee Denke, 615 North 4th St., Mt. Vernon: Thought changes being made should
be highlighted and noted; changes are being made as if there is no Comp Plan in place;
also spoke to his property and the Whatcom Connector
David A. Wind, 2695 Willeys Lake Road, Custer: Concerned with the welfare of
the land; Comp Plan will bankrupt all property owners; government and the Supreme
Court are not considering public needs
Howard Andreasen, 2696 Willeys Lake Road, Custer: Opposed to government's
disregarding people's constitutional rights (Clerk's Note. Mr. Wind and Mr. Andreasen
worked together on a letter and each read half of it.)
Skip Richards, Box 4150, Bellingham: "Bury this document"
Joe Burton, 3766 Greenville Street, Bellingham: Thought the Comp Plan is
disjointed, confusing and does not accomplish anything
Bernard Goetz, 3003 Vallette Street, representing Caitec USA Corp: Do not
include Cordata North property in the Comp Plan
Doug Dobyns, 3231 Hillside, Deming: Stated the Nooksack Tribe requested an
action item be added to the Comp Plan to establish fish habitat board; lack of
recognition to link agencies regarding habitat
Donna Macomber, 159 Larson Road, Bellingham: Thought policy 2A -12 should
be removed; City did not use population speculation figures by the state; do not change
zoning on Wilder Ranch (1,300 signatures)

5 councils: lost his property because Council overturned Hearing Examiner's approval
6 Anthony Raab, 2834 N. Shore Road, Bellingham, representing Nielson Bros.:
7 Stated the Planning Department changed words in the forestry section
8 Jon Sitkin, 1616 Cornwall Avenue, representing Wayne Allen, Blaine: Thought
9 Birch Bay should be included in the urban growth area
10 Roger Almskaar, 1400 Broadway, land use consultant: Related there were seven
11 reasons why the above site (Birch Bay) should be included in the urban growth area
12 Steven Splitt, 7172 Mecklem Road, Everson, president of Roeder Water
13 Association: Spoke to mineral resource land section and water quality
14 Chris Smith, 8528 Custer School Road, Custer: Did not see a need to rezone
15 Custer (Clerk's Note. approximately 213 of audience stood in support)
16 Bill Henshaw, 2653 North Park Drive: Thought there has been no attempt to
17 address cost of Comp Plan; low time frame; unneeded boards and commissions; where
18 can industry operate ?; increase in taxes; should base Comp Plan on existing subarea
19 community plans
20 Geri Payne, 3608 Vining Street: Thought lack of attention is paid to Mt. Baker
21 highway traffic; route traffic to Bakerview (extended)
22 Chuck Westfall, 7052 Olsen Road, Ferndale: In favor of Custer rezone
23 Kattie Alberg- Thompson, 17904 -3rd Avenue NE, Seattle: Spoke in support of
24 staffs recommended mineral resource section; requested her parcel be zoned same as
25 parcels surrounding hers
26 Clarence Zylstra, 712 E. Main Street, Everson: Spoke to traffic; farming;
27 requested to be annexed into City
28 Jeff McKay, 4693 Sucia Drive, Ferndale: Concerned about failure to address
29 zoning of Lummi fee lands by streamline permit process plan; opposed to Comp Plan
30 Roger Ellingson, Box 1258, Blaine, representing City of Sumas regarding aquifer:
31 Spoke to surface mining; MRL is zoning matter, not Comp Plan matter; inadequate
32 information to enforce the Comp Plan
33 Peter Willing, 1903 Broadway, Water Resource Inc. and City of Sumas: Spoke to
34 water resource issues
35 Bob Andersen, 203 W. Holly #319: Strategies need to come to decisions; maps
36 are confusing
37 Chuck Leach, 2353 E. Pole Road, Everson: Spoke to mineral resource issue
38 John Hruby, 7401 Valley View Road: Thought members must balance conflicting
39 views; requested rejection of Freestone documents that were submitted on February 22
40 Steve Irving, 6022 N. Star Road, Ferndale: "Get on with process"
41 Roy Ingham, 2721 Russell Street, Bellingham: Stated that community value
42 statements are not being utilized
