HomeMy WebLinkAboutSpecial Council March 7 1995WHATCOM COUNTY COUNCIL Special Council Meeting March 7, 1995 The meeting was called to order at 11:30 a.m. by Chair Bob Imhof in the Council Committee Room, 311 Grand Avenue. Also Present: Larry Harris Barbara Brenner Ken Henderson Ward Nelson Alvin Starkenburg Marlene Dawson Other Staff Present: Jeff Monsen, Public Works Shirley Van Zanten, County Executive Dan Gibson, Prosecutor's Office Bob Jurica, Solid Waste Jack Weiss, Solid Waste SPECIAL ORDER OF BUSINESS Absent: None 1. WORK SESSION ON FLOW CONTROL (AB95 -132) Jeff Monsen, Public Works, explained why the work session might go into executive session. He reviewed the outline of the presentation and explained the reference materials handed out (two). Others addressing the Council included: Shirley Van Zanten, County Executive Jack Weiss, Solid Waste Bob Jurica, Solid Waste Dan Gibson, Prosecuting Attorney A straw vote was taken at Harris' request to see if the Council agreed that the hierarchy needs to be reviewed, after which a discussion was held. Opinions expressed by the Council Members included: Harris: Do away with the hierarchy. Henderson: Leave the hierarchy but structure the economic mechanism. Brenner: Do away with the hierarchy, flow control and mandatory pick up. Nelson: Do away with the hierarchy and set standards for the future. Starkenburg: The plan is like a funnel; stay with the present system. Imhof: Need to do a recommendation within ten (10) days. Nelson said he would circulate his plan.
