SPECIAL COUNCIL MEETING
JOINT PUBLIC HEARING
WHATCOM COUNTY COUNCIL /BELLINGHAM CITY COUNCIL
March 15, 1995
The meeting was called to order at 7 p..m. by Chair Gene Knutson of the
Bellingham City Council in the Committee Room, 311 Grand Avenue.

1. PUBLIC HEARING ON THE DRAFT URBAN FRINGE SUBAREA LAND
USE PLAN (AB95 -062) (DOCUMENTATION OF FILE IN COUNCIL
OFFICE)
Patricia Decker, City of Bellingham Planning Department, gave an overview of
the process. Carl Batchelor, County Planning Department, added to Decker's comments.
Members of the public speaking included:
Roger Ufkes, 12 Sudden Valley: Owns property on the Guide between the Kelley
and Kline Roads; requests to be included in the new zoning area
Andrea Boyd, 3065 E. Bakerview Road: Requests maintain UR4 zoning;
regarding Bakerview- Hannegan Industrial, 2A & 2B, she approves zone UR4 or URM
Scott Corzine, 932 Marine Drive, representing the Concerned Citizens of Airport
Marine Drive Analysis Area: Desires zone change to URM
Dan Berglund, 941 Marine Drive: Talked about same property as Scott Corzine

I Hal Amason Jr, 900 Dupont Street, representing Beatrice Stark: Has no
2 problems with Gateway Industrial except for the building size of 10,000 square feet;
3 requests 35,000 square feet total and recommends changing boundaries of Gateway
4 Industrial be moved westward and become Canterbury Lane
5 Doug Connell, 951 Marine Drive: Desires zone change to URM
6 Kay Campbell, 2870 E. Bakerview Road: Has a home -based 24 -hour business;
7 feels surrounding neighborhood zoning is inappropriate; requests LII rezoning
8 Mark Lee, 2531 Iron, representing Stan and Kay Campbell: Requests LII
9 rezoning
10 Paul Kreider, 775 Telegraph Road: Concerned by high traffic impact; supports
11 high density or commercial (URM) zoning
12 Pat Samuelson, 1079 Ross Road: Requests retaining UR4 residential zoning
13 Seb Werre, 1349 Mt. Baker Highway: Property borders Mt. Baker Highway at the
14 Britton Loop Road; zone should be Commercial and Manufacturing
15 Donna Macomber, 159 Larson Road: Spoke to the Wilder Ranch ( Cordata
16 North); does not believe it deserves any priority over any other area; retain current
17 zoning
18 Barney Goltz, representing the KaiTec USA Corporation (provided handout):
19 Cordata North property (Wilder Ranch) should be reviewed in five (5) years; requests
20 GM zoning for KaiTec USA Corporation (Guide /Smith area)
21 . Jack Swanson, 103 E. Holly #401 (provided handout): SE Guide /Smith Road
22 property: rezone General Commercial; end of Maplewood \east of airport \west of I -5
23 property: requests Gateway Industrial for the entire parcel; sewer /water language in
24 Gateway Industrial zoning
25 Bob Ryan, Birchwood Neighborhood Association: Association agrees with all
26 areas except Subarea 1: requests rezone to LI
27 Wally Markwood, 5206 Guide Meridian Road (provided handout): Requests his
28 property be included in the Commerical group
29 Rolf Valum, 5001 Best Road (handout provided): Owns property on Northwest
30 Road; questions URMX rezoning
31 Don Swan, 2124 E. Bakerview Road: Requests LI rezone
32 Dennis Rasmussen, 1795 E. Bakerview Road: Lives in industrial area and wants
33 to move
34 Juliah Price, 3121 Cherrywood Avenue (handout provided), Birchwood
35 Neighborhood Association: Spoke to General Policy 1.13 in the Urban Fringe Plan on
36 page 11 (better transitional zones); requests rezone to LII
37 Ted Sealy, 3870 Northwest Avenue: Requests thoughtful consideration of location
38 of HI zones (need buffer zones)
39 Michael Rodgers, 850 Hastings St., Vancouver, B.C.: Owns property on 4100
40 block of James Road, north of Bakerview Road; requests UR4 rezone
41 Bill Geyer, 1008 -16th St.: Point of clarification of above - mentioned property
42 Bob Sturtz, 1212 Modoc, Bellingham, representing Calvary Temple: Owns

4 Jim. Smith, 189 Van Wyck Road, representing George Leonard: Requests
5 Mr. Leonard be included in the proposed five -year review plan
6 Lloyd Austin, 1838 Lakeside: Requests councils to be considerate of the water
7 Bob Becker, 742 Marine Drive, vice president of Ershig's: Requests revision
8 regarding HII zoning; spoke to the historical HII zone in his area

13 property located in the Shoreline Industrial Area, in an area of disagreement (County
14 recommended HII; City, LII); requests HII zoning
15 Bill Geyer, 1008 -16th, representing Morse Hardware Company (handout
16 provided): Spoke to the economic impact of five different companies, including Ershig
17 and Morse Hardware Company
18 Bill Stark, Bellingham, representing his mother, Beatrice Stark, and family:
19 Requests reconsideration of the Gateway Industry boundaries; seconds the motion on the
20 10,000 square foot maximum footage building size - -let the market set the square footage
21 Kevin Geraghty, 4935 Guide Meridian: Opposed to R5 zoning for his property
22 Robin Hitz, 4243 Hannegan Road, representing Jim and Carol Hitz: Requests
23 zone change to LII
24 Mark Hubert, 4457 Dewey Road: Requests to remain as UR4 zoning RRA;
25 opposed to further zoning changes; traffic has increased since traffic light was installed at
26 Hannegan and E. Bakerview; traffic will be increasing hazardous when and if a trucking
27 company moves into Dewey Valley
28 David Hung, 4866 Guide Meridian: Requests fair decision
29 Sandra Penfold, 3310 Bennett Drive: Urged retention of low density on Bennett
30 hill; zone LII on the Shoreline
31 Ben Bengen, 525 Telegraph Road: Requests rezone to Commercial from
32 Residential
33 Bill Geyer, 1008 -16th, representing Mr. and Mrs. Ben Bengen (handout provided):
34 Favors General Commercial zoning
35 Bill Geyer, representing Frank Velema (handout provided): Mr. Velema's
36 property is on the east side of the Guide, north of Kelley Road and south of the Smith
37 Road; requests five -year review period be included in the urban growth boundaries
38 George Leshefka, 1200 Lakeway Drive: Concerned with text amendment in
39 General Manufacturing zoning
40 Rick Keene, 3341 Forest Court: Several concerns regarding Bennett Drive area:
41 LII zoning inappropriate and water problem in the Birchwood area since putting in
42 Canterbury Court; heavy traffic along Bennett /Marine Drive- -needs better traffic

2 Properties in the Bakerview /Deemer area; requests Commercial zoning or URM 18
3 Jacob Smith, 3800 Fort Bellingham Road: Concerned his property may be down
4 zoned to General Manufacturing
5 Bill Geyer, 1008 -16th, representing Marine Drive Industrial Area: HI zoning
6 inappropriate for this area
7 Bill Henshaw, 2653 North Park Drive, on behalf of the Political Action
8 Committee and the Land Use Committee of the Whatcom County Association of
9 Realtors: Concerned about density; requested various information regarding properties,
10 incomes, etc., to track land supply, housing, etc.
11 Bob Tull, 1616 Cornwall: Requests councils to study carefully; keep Curtis Road
12 Industrial Area LII; recognized problems with growth
13 Christopher Seacrist, president of the Oeser Company, 730 Marine Drive:
14 Supports retention of most of HII zoning in the Shoreline Industrial Area and also
15 Morse short plat remaining HII zoning
16 Walt Wilkel, Mt. Baker Highway: Property located on Dewey Road /Mt. Baker
17 Highway; zoned UR4; complained about Building & Codes Department; inappropriate
18 zoning for commercial area
19 Juliah Price, Birchwood Neighborhood Association: Recommends that in the
20, Bennett Drive area no more multi - families be allowed; in Alderwood area, only single
21 family housing be allowed; Curtis Road area could possibly be a receiving zone
22 Bill Geyer, 1008 -16th (handouts provided), representing M & R Trust, the
23 Tiemans: Requests LII zoning; Ludtke Pacific Trucking site (Bakerview and Hannegan):
24 Summarized plans for this site and requested area remain General Manufacturing;
25 representing several property owners in the SW comer, Slater Road /I -5: Requests LII
26 zoning and believes area is within the Urban Growth Boundaries (UGB)

28 The plan is to close the public hearing as of the end of this meeting but allow
29 written comments until April 12

31 Brenner requested additional information about the Curtis Road property.

33 Both Planning Departments will make their recommendations for each area; each
34 council will have their own work session, and a joint work session will be held at a later
35 date.
