DRAFT COMPREHENSIVE PLAN
March 1, 1995
The meeting was called to order at 6:30 p.m. by Chair Bob Imhof at the
Lynden Community Center, 401 Grover Street, Lynden.

1. JOINT PUBLIC HEARING WITH THE PLANNING COMMISSION ON
THE DRAFT COMPREHENSIVE PLAN (AB94 -508A)
Vickie Matheson, Planning Department, gave an introduction and overview of the
public hearing process.
Amy Mangum, City of Lynden Planner, distributed a fact sheet and gave a
presentation on Lynden's Urban Growth Boundary (UGB).
David Davidson, Planner for Nooksack, Everson and Sumas, proposed UGA plans
for each of the cities and discussed how the plans differ from the Comprehensive Plan.
Imhof opened the public hearing, and the following people spoke:
Leonard Luedke, 7963 Woodland Road, Ferndale: Concerned about financial
impact of new growth management plans
Danna Beech, 8702 Silver Lake Road, Maple Falls: Concerned about errors in
Comp Plan and the logistics of carrying it out
Jim Trull, 7417 W. Mercer, Mercer Island: Spoke to Custer Light Impact
Industrial area included in the Comp Plan

2 and see changes in the Comp Plan
3 Eldon Johnson, 7874 Trapline Road, Everson: Wants to be included in the City
4 of Everson
5 Lloyd Bauman (sp ?), 8032 Flynn Road, Lynden: Spoke to rural/urban boundaries
6 Lesa Starkenburg - Kroontje, 115 Front Street, Lynden, on behalf of Whatcom
7 Sand & Gravel Extraction Association: Would like to see mineral resources
8 acknowledged in the Comp Plan; also pointed out the allegation that there are many
9 errors in the Comp Plan
10 Mark Lee, 1616 Cornwall Avenue, on behalf of Columbian Aggregates: Spoke to
11 the large parcel of land on the Canadian Border; MRL designation
12 Ted Mischaikow, 2714 Cedarwood, on behalf of the Brandorf Family: Spoke to
13 gravel pit being R5 -A, not MRL
14 Rod DeWalt, 662 Loomis Trail Road, Lynden: Spoke to MRL designation
15 criteria
16 Gail Pattenaude, 5809 Aldrich Road: Opposed to the Comp Plan
17 Bob Bateman, 2759 East Badger, Everson, on behalf of Bob Blankers, 107 Blair
18 Drive, Everson: Would like restrictions eased on his parcel if it is included in the Urban
19 Growth Boundaries
20 Everett Tetz, 1024 Cascade Way, Lynden: Spoke to zoning changes on a unique
21 parcel near Hannegan and Pole; rural growth areas /zonings; consider future housing
22 needs
23 Joe Elenbaas, 600 East Smith Road, Bellingham: Addressed problems with the
24 Comp Plan
25 Brent Smith, 1200 East Axton Road, Bellingham: Voiced concerns with Comp
26 Plan, rights of private property owners and citizens
27 Harry Skinner, 6600 Goodwin Road, Everson: Voiced concerns about MRA
28 designations near Sumas Mountain
29 Keith Howard, 4680 King Mountain Road: Spoke to mineral resource provision
30 in the Comp Plan; voiced concerns with mineral resource areas and classifications in the
31 Comp Plan
32 Keith Ahrens, 5989 Everson - Goshen Road, Bellingham: Concerned that Comp
33 Plan needs major overhaul before it's adopted, one of the areas being the land use plan
34 Darlyn DelBoca, 7208 Lankaar Road, Lynden: Spoke to agricultural resources
35 lands; voiced concerns about population growth and loss of agricultural lands
36 Roger Almskaar, 1400 Broadway (provided paperwork), on behalf of property
37 owners at Badger and Guide Meridian: Spoke to businesses not allowed to operate on
38 agricultural land
39 Martin Van Buren, 623 East Wiser Ridge Road, Lynden: Voiced concerns with
40 Comp Plan regarding environmental preservation
41 Jason Reimer, Lynden: Voiced concerns with Comp Plan
42 Tom Brown, 7024 Mt. Baker Highway, Maple Falls: Addressed Subarea Plan and
43 increased population; requested the foothills subarea landuse designations be included in
44 some of the rewrites
