8 The meeting was called to order at 10:30 a.m. by Council member Barbara
9 Brenner in the Committee Room of the Council Chambers, 311 Grand Avenue.

18 WHATCOM COUNTY COMPREHENSIVE SIX -YEAR ROAD
19 PROGRAM FOR THE YEARS 1996 THROUGH 2001 (AB95 -267)

21 A citizen from Point Roberts reviewed graphs and answered questions for those
22 present. After approximately 15 minutes, Council member Dawson left the meeting, so a
23 quorum was not present. The meeting was called. However, at Brenner's insistence, a
24 tape was run throughout the discussion.
