Special Council Meeting
January 31, 1995
The meeting was called to order at 5:30 p.m. by Chair Bob Imhof in the Multi
Purpose Room, Courthouse Basement, 311 Grand Avenue.

SPECIAL PRESENTATION
SPECIAL PRESENTATION /WORK SESSION WITH THE COUNTY
COUNCIL, PUBLIC WORKS STAFF AND THE FLOOD CONTROL
ZONE DISTRICT ADVISORY COMMITTEE ON FUNDING AND
RELATED ISSUES (AB95 -061) (APPROXIMATELY 1.5
HOURS)(DOCUMENTATION ON FILE IN COUNCIL OFFICE)
. John Matzinger, Manager, River and Flood Section, gave background information
on county flooding and the Advisory Committee.
U.S. Army Corp of Engineers was discussed and the recommendations of the
Corp, including dams to be built (cost of a dam is $187,000,000).
There was discussion of the areas hardest hit by flooding (mostly Sumas).
The County needs to join the County Flood Hazard Management Committee
(CFHMC) in order to obtain funding from the federal government in the event of future
flooding.
Other items discussed:
Diking districts and the formulation of their own plans;
Overtopping levys;

2 -r Grant applications ($2.7 million. to date in funding from grants); and
3 -r Where is the county heading in these areas.

5 Bob Mitchell, Chair, Funding Subcommittee, answered questions regarding his
6 committee's area of expertise. He reviewed his committee's recommendations.

12 Terry Galvin, Planning Department, presented an executive summary. Dyanne
13 Sheldon then spoke about a review of her recommendations.

15 Items discussed: processing items; review of the potential for vertical integration
16 (crossing layers of government -- county, state and federal regulations); mission statement;
17 goals; code recommendations; permit process (internal as well as external).

19 Her recommendations included: create development standards for the Critical
20 Areas Ordinance; make the codes internally consistent and then create summary tapes
21 showing what the codes do and don't do and require and not require; and review process
22 flow charts so the public can see how the permit process works. Also discussed was the
23 area of fee schedules, as well as enforcement of the codes.
