JOINT PUBLIC HEARING WITH THE PLANNING COMMISSION ON THE DRAFT COMPREHENSIVE PLAN (AB94 -508A) Vickie Matheson, Planning Department, spoke to update everyone on testimony and materials provided to the Commissioners and Council members. Kurt Pearson, special assistant to Jack Metcalf, read a letter to the Council from Metcalf regarding Whatcom County. Imhof opened the public hearing, and the following people spoke: Marie Burkley, 3493 Birch Bay Lynden Road: Spoke in favor of change from Residential 10 to Light Industry Gail Pattenaude, 5809 Aldrich Road: Opposed to annexation into Ferndale Comp Plan Minutes, 2/22/95, Page 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 Michael Freestone, 3200 Valette Street (provided handout): Spoke about increased property taxes; jobs -based economy Jane Freestone, 3200 Valette Street: Spoke in favor of the change from Residential 10 to Light Industry Sylvia Goodwin, Blaine Planning Department (provided handout): Spoke to Urban Growth Boundaries for City of Blaine; would like a large land area included in the city limits including watershed /aquifer land; water use; future development Jon Sitkin, 1660 Cornwall Avenue, on behalf of Loomis Trail Development: Spoke in favor of adding Loomis Trail Development to the Urban Growth Boundaries Eric Pepper, 5386 Northwest Road (provided handout [petition]): Spoke against annexation of North Bellingham into Ferndale Margaret Paxton, 5620 Hudson Lane: Spoke against annexation of North Bellingham into Ferndale Chuck Westphal, 3471 Birch Bay Lynden Road: Spoke in favor of commercial development and zone change Julie Potter, 5948 Longdin Road, Ferndale: Opposed to annexation of North Bellingham into Ferndale; maintain the division between urban and rural Don Kehrer, 748 Marine Drive: Spoke to resorts and P.U.D. Janice Schuch, 1411 West Axton Road: Spoke against annexation to Ferndale; the area to the east of the freeway George Jones, 6106 Neevel Road, Ferndale: Spoke to various issues regarding his belief that government is the source of problems Laura Strobel, 5337 Elder Road, Ferndale: Spoke to neighborhood sentiments to making decisions regarding the Comp Plan Don Elgile, 5639 Deer Creek Drive, Ferndale: Spoke to Deer Creek Park; water rights; construction of playground promised by developers; opposed to construction of low income housing Ms. Yosting, 5623 Elm Court, Ferndale: Opposed to annexation of North Bellingham to Ferndale Rande Warner, 5166 Graveline Road, Bellingham: Opposed to No Protest Annexation Judy DeMeyer: Spoke to water rights Janet ?, 1235 Deer Creek Drive, Ferndale: Opposed to annexation of North Bellingham to Ferndale and the sewer installation Howard Andreason, 2696 Willis Lake Road, Custer: Spoke to the visioning process Terry Bronner, 5723 Third Avenue, Ferndale: Spoke to UR -3 classification; annexation into city Urban Growth Boundaries; would like his property annexed Jack Holzheimer, 3800 Birch Bay Lynden Road: Spoke to R 10A zoning of his land makes establishment of business impossible; zoning prevents division of land Rick Simon, Ferndale City Planner (provided handout): Spoke to Ferndale Growth Boundaries; the area east of Ferndale (Clerk's Note. Road, Bellingham: Opposed to annexation of North Bellingham to Ferndale and the extension of Urban Growth Boundaries Charlotte Radke, 1265 West Axton: In favor of preserving Whatcom County Bob Wiesen, 3314 Douglas Road, Ferndale: "Slow the growth of government" Kathy O'Connell, 4960 Northwest Road, Bellingham: Would like to maintain rural areas; opposed to the annexation of North Bellingham to Ferndale; would like to keep water issues out of decision - making process James Gillis, 5363 Bellaire Way: Include consistency of enforcement in Comp Plan; poor attitude of Ferndale City Manager Steve Yosting, 5623 Elm Court: Opposed to annexation of North Bellingham into Ferndale; Ferndale has not addressed the annexation issue with the people of North Bellingham Roger Almskaar,1400 Broadway (provided handout): Spoke on Everson area; favors zoning change from Agricultural to R 5A Kathy Berg, 7506 Gemini Street: In favor of zoning change from M6 to ROS to accommodate an RV park Dan Taylor, Planning Department: Spoke to clarify M6 classification Terry Bronner, 5723 Third Avenue, Femdale: Would like property annexed into City of Everson Mark Eeymer, 5618 Cable Court: In favor of consistent urban growth; does not want urban sprawl with numerous septic systems Imhof closed the public hearing. /l 111IRRI The meeting was adjourned at 8:50 p.m. �//, � ZkL Mark Pilder, Recording Secretary These minutes were approved by the Council on June 6 : , 1995.
