The meeting was called to order at 11:30 a.m. by Acting Chair Marlene Dawson
in the Committee Room of the Chambers, 311 Grand Avenue.

1. WORK SESSION ON THE ORDINANCE ADOPTING THE WHATCOM
COUNTY CRITICAL AREAS REGULATIONS (AB94 -548A)
Terry Galvin, Planning and Development Services, was the speaker.
Henderson moved to add language on page 24, section 5.4.1: "...located in Seismic
Hazard Areas
Motion carried unanimously.
Starkenburg moved to add language on page 28, section 8.4.2:

43 requirement language on pages 5; 15; 31, section 9.2.3C; 33; and 51 and reverting
44 language to one acre instead of 0.5 acre.

Harris moved to add on page 34, section 9.6.1 the following language to the
beginning of the section: ..."Upon authorization from the county..."
Motion failed 3 -3 with Nelson, Starkenburg and Dawson opposed.
Nelson moved to bring up as an item, page 34, section 9.6: strike the title
" Authorization" and incorporate this section into section 9.5.2 upon having this section
reviewed for redundancy by staff.
Motion carried 4 -2 with Harris and Henderson opposed.
Harris moved to add language on page 35, section 9.7.1: "...it is determined
