Special Council Meeting
February 13, 1995
The meeting was called to order at 11:35 a.m. by Chair Bob Imhof in the Council
Committee Room, 311 Grand Avenue.

WORK SESSION ON THE ORDINANCE ADOPTING THE
WHATCOM COUNTY CRITICAL AREAS REGULATIONS (AB94-
548A)
Terry Galvin, Planning & Development Services, was present to answer any
questions.
Starkenburg moved to add language to Ordinance, page 2, Section Findings:

Harris moved to add language on page 9 under "Functions Characteristics" to say:

Motion carried 3 -2 with Dawson and Starkenburg opposed.
Harris moved to include on page 10 the definition for "High Intensity Land Use ",
as stated in the original Critical Areas Ordinance document.
Motion carried 4 -1 with Starkenburg opposed.
Motion to add "Category IV" carried 4 -2 with Brenner and Starkenburg opposed.
Motion to add the language to extend the sentence failed 2 -3 with Harris and
Henderson in favor and Brenner abstaining.
Starkenburg moved to add language on page 16, "Wetland Specialist" should be

Imhof moved to change the language on page 16, "Wetland Specialist ": "...earned
a Bachelor's Degree in Bisls
The following sections should be amended to include reference to "qualified
wetland specialist ":

Harris moved to reinstate on page 18, 'Permit Requirements ", the critical areas
permit that was in the original CAO and the application processes pertinent to the
administration of the CAO.
Motion carried 4 -2 with Brenner and Starkenburg opposed.
Brenner moved to restore the deleted language on page 18, section 3.5H with the
exception of "as a part of the supplement ".
Motion carried unanimously.
