7 The meeting was called to order at 7:05 p.m. by Gene Knutson, Chair, Bellingham

WORK SESSION /PRESENTATION ON THE DRAM' URBAN FRINGE
SUBAREA LAND USE PLAN (AB95- 062)(DOCUMENTATION OF FILE

Nate Brown gave a short introduction and discussed the schedule of planned events
(attached).
Dan Taylor discussed the staff report of the Urban Fringe Subarea.

Patricia Decker discussed the Urban Service Area, the Urban Fringe Subarea and
Urban Growth Areas and the work done in the 1985 Interlocal Agreement.
Carl Batchelor explained the procedures and planning committees which have been
held, as well as the maps that were displayed at the meeting.
Joann Smith provided a summary of major recommendations.

Bruce Ayers announced the Joint Nooksack Steering Committee meeting will be held
February 21 at 7 p.m. at City Hall instead of February 13. Alvin Starkenburg commented
this has not been cleared with the County Council staff.
Pat Anderson discussed recommendations about neighborhood planning areas. She
also pointed out areas which have much disagreement. She stated the issues will be
discussed at public bearings.
Carl Batchelor reported seeking funding to make Curtis Road an all- weather road.
He also explained the Gateway Industrial zoning.
A discussion followed regarding factors affecting urban growth areas; namely,
annexation.
Pat Anderson explained, by use of the maps present, the new . zoning
recommendations.
Carl Batchelor spoke about the zone text amendments for the zone to revert to
growth management in order to allow gas stations, minimarts, restaurants and car washes.
Nate Brown suggested continuing discussion at another work session, and Gene
Knutson thought that was a good idea.
Dan Taylor discussed urban residential mixed use zone areas, which he described as
trying "to offer some creativity" and "some small commercial centers that the market allows"
and "tries to do it in a simple way" so an elaborately planned unit development process is
unnecessary.
