HomeMy WebLinkAboutSpecial Council April 11 19951 WHATCOM COUNTY COUNCIL 2 Special Council Meeting 3 4 FLOW CONTROL WORK SESSION 5 6 April 11, 1995 7 8 The meeting was called to order at 11:08 a.m. by Council Chair Robert Imhof in 9 the Committee Room of the Chambers, 311 Grand Avenue. 10 11 Also Present: Absent: 12 Barbara Brenner None 13 Marlene Dawson 14 Larry Harris 15 Alvin Starkenburg 16 Ken Henderson 17 Ward Nelson 18 19 SPECIAL ORDER OF BUSINESS 20 21 WORK SESSION ON THE RECOMP DISPOSAL SITE AGREEMENT 22 AND THE FLOW CONTROL ORDINANCE (AB95 -132A) 23 24 Jeff Monsen, Public Works, reported on further movement regarding making the 25 Flow Control Agreement work by examining vendors, the level of processing, and vendor 26 commitment regarding performance standards. Flow Control is disposal and processing. 27 The performance indicators are the capacity of the facility; the operational latitudes; the 28 processing penalties; and separated vs unseparated waste. He asked when composting is 29 a regulated item under Flow Control. Is it recycled or solid waste? 30 31 Rate structure was then discussed. It is the last consideration and is altered 32 depending on the method of disposal if the disposal method does not fall into guidelines. 33 Competition and disposal methods, as well as penalties, was then discussed, as was 34 'blended rate ". Monsen noted that the rate structure is based on our expected 35 performance. Henderson pointed out that the rate at different levels is determined by 36 the penalty structure. 37 38 The next topic of discussion was compost materials (other than yard waste). 39 Should this be regulated under Flow Control or should it be exempt? Are industrial and 40 commercial compost materials benign enough to be exempt? 41 42 Ken Bell, Recomp, and Larry McCarter, RDS, were present and commented 43 briefly. 44 Flow Control Minutes, 4/11/95, Page 1 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 The question was asked "Which should be done first: Flow Control or the Recomp Agreement ? ". In discussing the Recomp Agreement, Henderson also asked whether the information was public or should remain in executive session. Dan Gibson, Council's counsel, noted that some of the information might best remain in executive session, but Council members are free to discuss the information with Administration and Monsen. Imhof directed the Council to put questions in writing to Jeff Monsen. Another work session will then be scheduled after Monsen's response to these questions.
