Public Works and Capital Projects Committee 3 4 September 5, 1995 5 6 The meeting was called to order at 1:31 p.m. by Committee Chair Barbara 7 Brenner in the Council Committee Room, 311 Grand Avenue. 8 9 Also Present: Absent: 10 Ken Henderson None 11 Alvin Starkenburg 12 13 COMMITTEE DISCUSSIONS AND RECOMMENDATIONS TO COUNCIL 14 15 1. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO 16 ENTER INTO AN AGREEMENT WITH THE NORTHWEST 17 WASHINGTON FAIR CLARIFYING ITS RELATIONSHIP WITH THE 18 COUNTY (AB95 -333) (FROM 8/15) 19 20 Those speaking included: 21 22 Shirley Van Zanten, County Executive 23 Ron VanderYacht, NW Washington Fair Manager I Steve Jilk, City of Lynden 1,5 Bob Woods, Council Budget /Program Analyst 26 27 The City of Lynden's desired language changes and language addition regarding 28 the potential for a future move of the Fair to another county were discussed at length. 29 30 Starkenburg noted that in the appearance of fairness, he would not vote on this 31 issue tonight only. 32 33 Brenner moved to forward to Council with recommendation with the stipulation 34 that the suggested wording changes, along with the wording changes from the City of 35 Lynden, and the clause giving the County first right of refusal if the Fair is considering 36 relocation to another county be completed by tonight's Council meeting. 37 38 Motion carried 2 -1 with Henderson opposed. 39 40 2. ORDINANCE ESTABLISHING THE NORTHWEST WASHINGTON 41 FAIR AS AN AREA FAIR (AB95 -333A) (FROM 8/15) 42 43 (Clerk's Note: Although it was not so stipulated, items 1 and 2 were considered and 44 discussed as one.) Public Works Minutes, 9/5/95, Page 1 1 ADDENDUM: OTHER ITEMS 2 3 1. ORDINANCE AMENDING WHATCOM COUNTY CODE 8.10, 4 REGARDING SOLID WASTE AND RESIDENTIAL COLLECTION 5 SERVICE LEVEL ORDINANCE (AB95 -344) 6 7 Jeff Monsen, Public Works, noted the ordinance expired August 31, 1995. He 8 .> reviewed the summary of staff recommendations to the ordinance.
