Public Works and Capital Projects Committee
September 19, 1995
The meeting was called to order at 1:30.p.m. by Committee Chair Barbara
Brenner in the Council Committee Room, 311 Grand Avenue.

COMMITTEE DISCUSSIONS AND RECOMMENDATIONS TO COUNCIL
1. ORDINANCE AMENDING WHATCOM COUNTY CODE 8.10, SOLID
WASTE AND RESIDENTIAL COLLECTION SERVICE LEVEL (AB95-
344)
Committee members requested a note be added to the Service Level Agreement
to the effect that amortization will. not be a part of future negotiations.
Those speaking included:
Ed Nikula, Sanitary Service
Jeff Monsen, Public Works
Henderson moved to amend the ordinance by changing language on page 189,
Section 8.10.050K: "...date to December 31, 499-72-01.00;... ."
Motion carried 2 -1 with Starkenburg opposed.
Brenner moved to recommend acceptance of the ordinance, including the staff
recommendations (page 189 of the packet) as amendments.
Motion carried unanimously.
2. RESOLUTION ESTABLISHING A COMMITTEE TO REVIEW HUMAN
SERVICES IN WHATCOM COUNTY (AB95 -367)

4 There was much discussion. Topics discussed included: citizen membership;
5 name of the committee; financial management; and ending date.

7 Henderson moved to amend language by changing the language on page 191,
8 line 14: "...appointed ': t 1."

10 Motion carried unanimously.

12 Brenner moved the applicants for the citizens committee be recommended by this
13 committee to present to the Council.

15 Motion carried unanimously.

17 Starkenburg moved to change language on page 191, line 10: "...public access to
18 trsu v the human services... .

20 Brenner moved to recommend approval as amended.

22 Motion carried unanimously.
