May 9, 1995
The meeting was called to order at 1:30 p.m. by Committee Chair Barbara
Brenner in the Committee Room of the Council Chambers, 311 Grand Avenue.

COMMITTEE DISCUSSIONS AND RECOMMENDATIONS TO COUNCIL .
1. STATUS REPORT FROM THE SOLID WASTE ADVISORY
COMMITTEE (AB95 -221)
Jeff Monsen, Public Works, spoke to this issue. The Compost regulation
recommendations will be coming out in mid -May going first to the Health Advisory
Board and then to the Council as the Board of Health. He requested direction as to the
next SWAC project. Staff projects include a proposed amendment of the Flow Control
Ordinance and an amendment to the service level ordinance for curbside customers.
Bob Jurica, Solid Waste, commented.
2. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO
ENTER INTO AN INTERLOCAL AGREEMENT WITH THE CITY OF
BELLINGHAM TO ESTABLISH MAINTENANCE AND CONTROL
OF A PORTION OF MCLEOD ROAD WITHIN THE BOUNDARIES
OF WHATCOM COUNTY (AB95 -220)

Starkenburg moved to recommend for approval.

12 Ed Henken, Engineering, stated this is moving slowing and more time is needed.
13 Jeff Monsen also commented.

15 Starkenburg moved to recommend to hold in Committee until Engineering has
16 sufficient time to deal with this.
