32 Much discussion took place on this issue. Topics discussed included: the legality
33 of the contract; amending the Flow Control Ordinance; recovery of recyclable costs;
34 definition of 20% recovery rate by weight; penalty rates; amending the resolution
35 through public hearings; other recyclables; SWAC involvement in this issue; federal flow
36 control legislation; consistency of the solid waste plan with this resolution; and garbage is
37 interstate commerce, it is a commodity (Robert Roland).

39 Starkenburg moved to recommend for approval.

41 Motion failed 1 -2 with Starkenburg in favor.
