HomeMy WebLinkAboutPublic Works March 28 1995WHATCOM COUNTY COUNCIL Public Works & Capital Projects Committee March 28, 1995 The meeting was called to order at 1:30 p.m. by Committee Chair Barbara Brenner in the Committee Room of the Chambers, 311 Grand Avenue. Also Present: Ken Henderson Alvin Starkenburg Absent: None COMMITTEE DISCUSSIONS AND RECOMMENDATIONS TO COUNCIL 1. DISCUSSION REGARDING DISPOSAL OF TOXICS FACILITY (DOT) (AB95 -017A) Jeff Monsen, Public Works, stated direction is needed regarding acquisition of property for a new facility. Does the Committee want his department to continue to work on this? Bob Jurica, Solid Waste, spoke to a centralized point vs. a mobile site. The Committee stated a facility servicing the Bellingham area, businesses and households, is what is wanted. Starkenburg stated he takes under consideration the location, cost and site(s). Monsen said he is prepared now to make an offer to the Port of Bellingham. Discussion followed on haulers. Ken Bell, Recomp, spoke to haulers unloading at site. Starkenburg stated the process must be "do- able" for the public. It won't work if the site's location or hours are inconvenient. Monsen reported there are two factors to consider: the size of the parcel and the price per square foot. He asked if his department would prepare the documentation for the supplementary budget for the land acquisition. Is he to return to this Committee late with more information or go ahead with negotiations for the land acquisition? This item was held in Committee until April 11 to deal with the land acquisition issue. Monsen will have the information to the Committee at least the day before the meeting. Monsen 2 will talk with Dan Gibson, Prosecutor, regarding the possibility of an executive session. 3 4 OTHER BUSINESS 5 6 1. ORDINANCE REGARDING ETHICS AND CONFLICT OF INTEREST 7 RULES AND PROCEDURES FOR BOARDS AND COMMISSIONS 8 (AB95 -079) (FROM 2/28) 9 10 This item was held in Committee until April 11. 11 12 2. Henderson mentioned a question put to him by a SWAC member regarding the 13 Flow Control Ordinance that any agreement would go through SWAC before it would 14 come before the Council.
