HomeMy WebLinkAboutPublic Works February 14 1995WHATCOM COUNTY COUNCIL Public Works & Capital Projects Committee February 14, 1995 The meeting was called to order at 1:30 p.m. by Committee Chair Brenner in the Committee Room of the Council Chambers, 311 Grand Avenue. Also Present: Ken Henderson Alvin Starkenburg Absent: None 1. PETITION FOR THE VACATION OF A PORTION OF COUNTY ROAD #385, FILED BY MICHAEL R. WHITFIELD, ET. AL (AB94- 582) (HELD FROM 1/24/95) Ed Henken, Engineering, recommended the entire road to Slater be vacated. Rhonda Whitfield also spoke. The question was whether it is necessary to re- advertise or process the Whitfield's petition and then vacate the remainder of the road. Starkenburg moved to hold in Committee until February 28, 1995. Motion carried unanimously. 2. PRESENTATION BY JOHN KARRIS, BLACK ROCK CABLE (AB94 -520) John Karris was present to answer questions, as he had previously spoken to Henderson and Brenner. It was decided to hear Item 4 first before comment. That way, the Committee would know the direction they were heading. 3. ORDINANCE REGARDING ETHICS AND CONFLICT OF INTEREST RULES AND PROCEDURES FOR BOARDS AND COMMISSIONS (AB95 -079) (BEING INTRODUCED 2/14 FOR COUNCIL ACTION 2/28) Ken Bell of Recomp spoke against this item. After much discussion, Brenner moved to recommend for approval. Motion failed 1 -2 with Brenner in favor. 4. DISCUSSION REGARDING FRANCHISE NEGOTIATIONS AND MANAGEMENT, AND STATUS OF TCI FRANCHISE NEGOTIATIONS (AB95 -091) Public Works Minutes, 2/14/95, Page 1 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 1 25 26 27 28 29 30 31 32 33 Speakers: Mary Scrimsher, Public Works Dan Crocker, TCI Jeff Monsen, Public Works After much discussion, Henderson moved to recommend for the direction of this Committee to be to gather an informational update; obtain a draft from the staff of the concept of how to deal with Mr. Karris's problem; and continue joint negotiations with the City. Motion carried unanimously. OTHER BUSINESS Ed Henken, Engineering, requested clarification of the road naming classification.
