6 The meeting was called to order at 1 :35 p.m. by Committee Chair Barbara
7 Brenner in the Committee Room of the Council Chambers, 311 Grand Avenue.

15 1. DISCUSSION REGRADING DISPOSAL OF TOXICS FACILITY (DOT)

18 Jeff Monsen, Public Works, spoke to the Committee regarding site facility
19 location and requested concurrence to move forward regarding land purchase (Airport
20 Way). He recommended that if the Committee wished to review an alternative site, it
21 should be discussed in executive discussion (information could be presented without
22 impacting negotiations with another owner).

'4 Bob Jurica, Solid Waste, noted the recommended plan was to have a centralized
25 facility and one having satellite collection points for waste oil and antifreeze only.

27 Brenner moved to recommend for approval to direct to proceed with final
28 negotiations with the Port of Bellingham in order to acquire land for the proposed
29 Disposal of Toxics /Moderate Risk Waste Facility. (Clerk's Note: This direction is
30 provided with the understanding that the property can be acquired at a rate not to exceed
31 $1.25 per square foot and with a total price not to exceed $112,500.)

35 2. DISCUSSION AND POSSIBLE ACTION ON THE ISSUE OF
36 SECURITY AT THE WHATCOM COUNTY COURTHOUSE (AB95-
37 153) (FROM 3/28)

39 N.F. Jackson, Superior Court Clerk, reported to this issue. He noted the
40 schedules for the various courts (domestic violence, paternity, domestic relations, etc.)
41 plus the daily trials. Seventy to eighty percent of the incidents take place in the hallway.
42 There is a locking system that will be going into effect in May. He suggested entrance
43 screening as being the most effective and easiest security. He also noted that signage
44 will be forthcoming in the near future.

circuit TV in the elevators.
