The meeting was called to order at 3 p.m. by Committee Chair Ward Nelson in
the Council Chambers, 311 Grand Avenue.

COMMITTEE DISCUSSIONS AND RECOMMENDATIONS TO COUNCIL
1. ORDINANCE TO AMEND URBAN FRINGE SUBAREA COMPREHENSIVE
PLAN MAP AND THE OFFICIAL WHATCOM COUNTY ZONING MAP
(AB94 -313)
This item was rescheduled to September 27.
2. ORDINANCE REQUIRING JURISDICTION NOTICE ON ENTERING
RESERVATION LANDS (AB94 -423)

Harris moved to recommend that the Council instruct the Prosecuting Attorney to
approach the Lummi Tribe and attempt to define the meaning of these signs, how they
relate to County jurisdiction and how we can provide information for fee land owners as
to the two jurisdictions.

Motion failed 2 -1 with Harris in favor.
Dawson moved to provide one more week for feedback from the Tribe as to their
willingness to negotiate on sine wordage. If no willingness to discuss the sines is
demonstrated, County signs to clarify jurisdiction will be erected.
Dawson withdrew her motion.
Dawson moved to have the Committee recommend a do pass for the sign erection
ordinance but to delay Council vote until the next meeting to allow time for the
Prosecuting Attorney to discuss the issue with the Lummi Tribe before Council action.
Motion carried unanimously.
3. DISCUSSION OF OUTSIDE CONSULTANT REVIEW OF THE
BUILDING /PERMITTING DIVISION (AB94 -481)
Speakers:
Wayne Beach, 8702 Silver Lake Road
Sam Ryan, Building Services
Nelson moved to recommend that Council endorse the process.
Motion carried unanimously.
4. RESOLUTION REGARDING LUMMI TRIBAL JURISDICTION (AB94 -390)
This item was postponed until September 27.
