The meeting was called to order at 3 p.m. by Committee Chair Ward Nelson in
the Council Committee Room, 311 Grand Avenue.

1. ORDINANCE AMENDING TITLE 21 REGARDING PLAT
APPROVALS (AB94 -307) (FROM 9/27)

Nelson moved to amend page 1, Section B, line 2, by striking "...up to six (6) years
from..." and adding "...of three (3) years from... ".
Motion to amend carried unanimously.
Nelson moved to amend page 1, Section B, lines 4, 7 and 12, by striking "...shall
be and...'; "Such extensions...'; and "Request for '
extension shall..." and adding "if reasonable" to the end of that sentence.
Motion to amend carried 2 -1 with Harris opposed.
Nelson moved to add language to Section C after the first sentence to read:

9 extension shall be conditioned upon subsequent phases complying with Whatcom County
10 Development Standards Ordinance in effect as of the date construction plans are
11 approved for such subsequent phases."

Dawson moved to recommend resolution for approval as amended.
Motion carried 2 -1 with Harris opposed.
4. DISCUSSION OF LOT CONSOLIDATIONS (RUBY WHITE
COMPLAINT) (AB94 -516)
