The meeting was called to order at 3 p.m. by Committee Chair Ward Nelson in
the Committee Room of the Chambers, 311 Grand Avenue.

COMMITTEE DISCUSSIONS AND RECOMMENDATIONS TO COUNCIL
1. ORDINANCE TO AMEND URBAN FRINGE SUBAREA COMPREHENSIVE
PLAN MAP AND THE OFFICIAL WHATCOM COUNTY ZONING MAP
(AB94 -313)

Harris moved to recommend for approval.
Nelson moved to recommend for disapproval.
Nelson withdrew his motion and moved to recommend for bringing forward to the
Council without changes.
Motion carried 2 -1 with Harris opposed.
2. ORDINANCE REQUIRING JURISDICTION NOTICE ON ENTERING
RESERVATION LANDS (AB94 -423) (FROM 10/25)
Dan Gibson, Prosecuting Attorney, addressed this issue.
Dawson moved to recommend for holding in Committee.
Motion carried unanimously.

3. ORDINANCE TO AMEND THE LYNDEN NOOKSACK VALLEY
SUBAREA COMPREHENSIVE PLAN MAP AND THE OFFICIAL
WHATCOM COUNTY ZONING MAP FROM R5A TO GENERAL
COMMERCIAL (AB94 -547)

Harris moved to recommend for approval.
Harris moved to amend the ordinance as follows: On page 2 of the ordinance,
line 44, strike "not"; page 3 of the ordinance, line 1, strike "not"; and line 3, strike "not ".
Motion to amend carried unanimously.
Motion to recommend adoption of the amended ordinance carried unanimously.
Sitkin asked that this item be scheduled for final consideration by the Council at
its next meeting. Nelson said he would make that suggestion to the full Council.
4. ORDINANCE AMENDING TITLE 21 REGARDING PLAT
APPROVALS (AB94 -307) (FROM 10/25)
