The meeting was opened at 3 p.m. by Committee Chair Ward Nelson in the
Committee Room, 311 Grand Avenue.

COMMITTEE DISCUSSIONS AND RECOMMENDATIONS TO COUNCIL
1. ORDINANCE AMENDING THE WHATCOM COUNTY CODE TITLE
14, REQUIRING NOTIFICATION TO PURCHASER AND
DEVELOPERS OF PROPERTY ON OR WITHIN ON QUARTER
MILE OF DESIGNATED MINERAL RESOURCE LANDS (AB94 -247)
Speakers: Jeff Griffin, Planning; Lesa Starkenburg; John Van Boven, Van
Boven Gravel Co.; Gary Orr, General Manager, Pacific Concrete
Dawson moved to recommend this item for approval to Council.
Motion carried 2 -1 with Harris opposed.
2. RESOLUTION (SUBSTITUTE, AND AMENDED 4/26) REGARDING
COMPLIANCE WITH THE GROWTH MANAGEMENT ACT RCW
36.70A (AB94 -230)
Harris moved to amend the resolution by striking (page 1,- lines 14 -15) "...There is
little likelihood that the full GMA process as currently envisioned by Planning can be
completed with ... "; after "addresses" would be a period and before "sufficient" add "is
needed" (line 16) after "...and Council... ".
Motion carried 2 -1 with Dawson opposed.
Dawson moved to strike (page 1, line 26) "it" and insert "the Administration".
Motion carried unanimously.
Harris moved to add (page 1, line 27) after "July 1, 1994" the following words: "or
as soon thereafter as allowed by State Growth Management policy ".

Motion failed 2 -1 with Harris in favor.
Dawson moved to delete (page 1, line 27) the words "as established by the GMA'.
Dawson withdrew her motion.
Dawson moved to recommend this item as amended for approval to Council.
Motion carried 2 -1 with Harris opposed.
COUNCIL "CONSENT AGENDA" ITEMS
None.
OTHER BUSINESS
Dan Taylor, Planning, mentioned the hearing regarding Title 20 for tonight's
Council meeting.
