PLANNING AND DEVELOPMENT COMMITTEE
March 22, 1994
The meeting was called to order at 3 p.m. by Committee Chair Ward Nelson in
the Council Chambers at 1000 N. Forest Street.

1. ORDINANCE AMENDING OFFICIAL WHATCOM COUNTY
ZONING CODE, TITLE 20, CHAPTER 20.62.050 TO ALLOW SINGLE
FAMILY AND MULTI FAMILY UNITS IN GENERAL COMMERCIAL
ZONE (AB94 -150)
Dawson moved to recommend adoption of the ordinance to the Council.
Motion carried unanimously.
2. ORDINANCE AMENDING WHATCOM COUNTY CODE, CHAPTER
12.08 DEVELOPMENT STANDARDS, TO ADD NEW LANGUAGE
AUTHORIZING DEVELOPMENT STANDARDS, THEIR FORMAT
AND PROCEDURES (AB94 -089)
Harris moved to recommend adoption of the ordinance to the Council.
Harris moved to amend as follows: Page 3, Exhibit A, 2nd paragraph, 2nd
sentence, "..major modifications!` tfory >£ott.., ;<otd

Motion to amend carried unanimously.
Motion to recommend adoption of the amended ordinance carried 2 -1 with
Dawson opposed.
Nelson moved to reconsider the previous motion to forward the ordinance to the
Council.
Motion carried unanimously.
Dawson moved to recommend to the Council that another work session be held.
Dawson withdrew this motion.

Dawson moved to move this ordinance forward to Council without
recommendation.
Motion carried unanimously.
3. ORDINANCE AMENDING TITLE 20,21 AND THE CRITICAL
AREAS ORDINANCE TO INCLUDE REGULATORY LANGUAGE
THAT ESTABLISHES THE BASIS FOR DEVELOPING AND
ADMINISTERING THE STORMWATER PROVISIONS OF THE
WHATCOM COUNTY DEVELOPMENT STANDARDS (AB94 -088)
Dawson moved to recommend to the Council that a work - session be scheduled.
Motion carried unanimously.
4. RESOLUTION STATING THE WHATCOM COUNTY COUNCIL'S
POLICY TO ENCOURAGE ENHANCEMENT OF A JOBS -BASED
ECONOMY (AB94 -156)
Dawson moved to recommend approval to the Council.
Harris moved to amend question a. on page 208 of the packets as follows:

5. PLANNING STAFF PRESENTATION ON STATUS OF GROWTH
MANAGEMENT ACTS PLANNING (AB94 -094)
Dan Taylor, Planning Services, gave an overview of the status of Growth
Management Acts Planning.
Taylor asked the Council to plan hearings quickly so the County can stay in
compliance and be able to collect grant monies.
6. APPOINTMENT OF SUPERVISOR TO THE BUTLER DITCH
DISTRICT (AB94 -151)
Harris moved to recommend approval to the Council.
Motion carried unanimously.
7. APPROVAL OF FINAL PLAT FOR NORTHERN HEIGHTS
SUBDIVISION (AB94 -157)
Dawson moved to recommend approval of the plat to the full Council.
Motion carried unanimously.
