October 3, 1995
The meeting was called to order at 3 p.m. by Committee Chair Ward Nelson in
the Council Committee Room, 311 Grand Avenue.

COMMITTEE DISCUSSIONS AND RECOMMENDATIONS TO COUNCIL
1. ORDINANCE AMENDING THE LYNDEN NOOKSACK VALLEY
SUBAREA COMPREHENSIVE PLAN MAP AND THE WHATCOM
COUNTY ZONING MAP FROM AGRICULTURE (AG) TO RURAL
FIVE ACRES (R5A) FOR APPROXIMATELY 31.65 ACRES SUBJECT
TO A CONCOMITANT AGREEMENT IMPLEMENTING TERMS
RECOMMENDED BY THE PLANNING COMMISSION (AB95 -362)

Vickie Woods, Planning Department, gave a short presentation.
Lesa Starkenburg - Kroontje, P.S., spoke for the proponents.
Dawson moved to recommend approval.
Motion carried unanimously.
2. DISCUSSION AND POSSIBLE ACTION REGARDING THE 1994
FORMATION OF A NO- SHOOTING ZONE IN THE NELSON ROAD
AREA (ORDINANCE 94 -013) (AB94 -054A) (FROM 9119)

Dawson moved to recommend adoption of an ordinance rescinding the original
ordinance. This new ordinance will be on the agenda in one month, allowing time for
the proponents to poll the neighbors.
Motion carried unanimously.
OTHER BUSINESS
RESOLUTION ENCOURAGING COOPERATION BETWEEN
RECREATIONAL AND COMMERCIAL FISHING GROUPS AND
OPPOSING INITIATIVE 640 (AB95 -405)
This item was brought before the committee by a citizen.
Dawson moved to recommend approval.
Motion failed 1 -2 with Dawson in favor.
Also, Vickie Woods, Planning Department, passed out a handout regarding the
Planning Commission's schedule. Discussion followed regarding encouraging these
members from the Counsel.
