The meeting was called to order at 3:04 p.m. by Committee Chair Ward Nelson in
the Council Committee Room, 311 Grand Avenue.

COMMITTEE DISCUSSIONS AND RECOMMENDATIONS TO COUNCIL
1. REQUEST FOR APPROVAL OF AMENDMENT TO PUD- 92 -0003
(HARBOR LIGHTS) TO MODIFY THE NUMBER AND TYPE OF
DWELLING UNITS AUTHORIZED (AB95 -419)

Harris moved to recommend approval.
Motion carried unanimously.

2. REQUEST FOR APPROVAL OF THE WATER DISTRICT NO. 10
COMPREHENSIVE WATER AND SEWER PLAN AMENDMENT NO.
1, SUBJECT TO PROVISIONS (AB95 -319C)

5 Blake gave a presentation of the Planning Staff Report. Much discussion
6 followed. She noted the Water District's Comprehensive Plan needs to be approved, but
7 the District and the Council need to work together in order to agree on this final
8 document to prevent any conflict.

10 Kingsley suggested extending the discussion of the Comp Plan's Amendment #1
11 30 days.

13 Nelson moved to approve the Comp Plan on condition that within 30 days the
14 Council will have specific recommendations for that Comp Plan (the County's).

16 Harris moved to focus on Amendment #1.

18 After further discussion, Nelson amended his motion to read: the Council is to
19 hold a work session to deal with Amendment #1 and approve the Comp Plan in 30 days.

21 Harris requested Nelson to amend his motion to extend this process to 60 days.

23 Nelson withdrew his motion.

z,5 Harris moved to extend the Council's review of Water District #10's Comp Plan,
26 Amendment #1 for 60 days. A work session will take place during this period with
27 County Planning staff to clarify issues raised by the amendment. Following the work
28 session, the County's discussion of whether to support the amendment will be rendered.

30 Motion carried unanimously.

32 The Planning Department then asked for clarification from'the committee. It was
33 decided what would be needed would be:

35 - complete discussion of Planning's first provision;
36 - map of service area of Water District #10, especially the rural areas;
37 - identification of present zoning;
38 - identification of impact of providing sewer service.
39 - information regarding the Lake Whatcom Management Plan; and
40 - walk - through from the Water District on the rationale for their amendment.

42 The Council, in turn, needs to obtain a ruling from its counsel regarding the legal
43 status of rendering a decision on the Lake Whatcom Boulevard.
